【摘要】：隨著社會主義市場經濟體制的確立,我國經濟建設取得了矚目成績,但同時就業(yè)、社會保障、教育、醫(yī)療等民生問題不斷涌現(xiàn),社會建設落后已成為制約我國社會發(fā)展的瓶頸。社區(qū)建設是社會建設的基礎環(huán)節(jié),隨著政治、經濟體制改革的深入,越來越多的社會管理和公共服務事項沉淀到社區(qū),越來越多的居民生產生活需求集中到社區(qū),社區(qū)建設日益成為社會建設的著力點和黨在基層執(zhí)政的支撐點。 社區(qū)組織是社區(qū)建設的主體,是加強社區(qū)建設體制創(chuàng)新,提高構建和諧社區(qū)能力的中堅力量。在政府讓渡社會管理職責過程中,社區(qū)組織當仁不讓地接過社區(qū)建設的接力棒,致力于社區(qū)環(huán)境、社區(qū)服務、社區(qū)秩序、社區(qū)文化、社區(qū)教育等領域的服務和管理。社區(qū)組織還擔負著疏通政府和不同社會階層之間的良性互動、扶持弱勢群體、化解社會矛盾、彌補政府工作偏差、推進基層民主政治等責任。在中國的城市生活中,社區(qū)組織參與社區(qū)建設具有很大的發(fā)展和操作空間,是政府與人民群眾聯(lián)系的橋梁和紐帶,是分擔政府社會管理職能的重要載體和維護社會穩(wěn)定的“安全閥”。但是社區(qū)組織的發(fā)展也面臨來自組織內外的問題和挑戰(zhàn),既包括宏觀層面上政策、法律不完善,組織資源缺乏,又包括微觀層面組織間缺乏交流合作,資源難以統(tǒng)一配置,組織管理、監(jiān)督缺位等問題。 本文在深入分析我國社區(qū)組織現(xiàn)狀特點基礎上,特別討論了國外社區(qū)組織發(fā)展新模式——公益創(chuàng)投的經驗及我國實施公益創(chuàng)投計劃可能存在和面臨的問題,并試圖提出符合我國國情的社區(qū)組織建設之路。
[Abstract]:With the establishment of socialist market economy system, China's economic construction has made remarkable achievements, but at the same time employment, social security, education, medical care and other livelihood problems continue to emerge, social construction backwardness has become a bottleneck restricting the social development of our country. Community construction is the basic link of social construction. With the deepening of the reform of political and economic system, more and more social management and public service matters precipitate into the community, and more residents' demand for production and life is concentrated in the community. Community construction has increasingly become the focus of social construction and the support of the Party's ruling at the grassroots level. Community organization is the main body of community construction and the backbone of strengthening the innovation of community construction system and improving the ability of building harmonious community. In the process of transferring the responsibility of social management, community organizations take the baton of community construction and devote themselves to the service and management of community environment, community service, community order, community culture, community education and so on. Community organizations also shoulder the responsibility of dredging the benign interaction between the government and different social strata, supporting the vulnerable groups, resolving social contradictions, making up for the deviation of government work, and promoting democratic politics at the grass-roots level. In China's urban life, the participation of community organizations in community construction has a great space for development and operation, and is a bridge and link between the government and the masses of the people. It is an important carrier to share the functions of government social management and a safety valve to maintain social stability. However, the development of community organizations also faces problems and challenges from both inside and outside the organization, including macro-level policies, imperfect laws, lack of organizational resources, lack of communication and cooperation among organizations at the micro level, and difficulty in the unified allocation of resources. Organization management, supervision vacancy and other issues. Based on the in-depth analysis of the current situation of community organizations in China, this paper especially discusses the experience of the development of the new model of community organizations in foreign countries-public venture capital, and the problems that may exist and face in the implementation of the public interest venture capital investment plan in China. And try to put forward the way of community organization construction according with the national conditions of our country.
