河北省城鎮(zhèn)女性就業(yè)質(zhì)量研究

【摘要】:男性和女性都是人類進(jìn)步、社會(huì)發(fā)展的主力軍,然而,受生理和社會(huì)環(huán)境多方面因素的制約,女性的發(fā)展程度遠(yuǎn)遠(yuǎn)落后于男性。女性發(fā)展?fàn)顩r直接關(guān)系到男女平等基本國(guó)策的落實(shí)以及社會(huì)發(fā)展的程度,女性就業(yè)水平與質(zhì)量高低是反映女性經(jīng)濟(jì)地位和社會(huì)地位的重要指標(biāo)。本文以第二期和第三期中國(guó)婦女社會(huì)地位調(diào)查河北省相關(guān)數(shù)據(jù)為依托,結(jié)合實(shí)地訪談內(nèi)容,綜合考慮“全面兩孩”政策實(shí)施對(duì)女性就業(yè)提出的新的挑戰(zhàn),對(duì)河北省城鎮(zhèn)女性的就業(yè)質(zhì)量進(jìn)行研究,結(jié)果發(fā)現(xiàn)河北省城鎮(zhèn)女性就業(yè)質(zhì)量綜合指數(shù)有所上升,男女兩性差距逐漸縮小,尤其是工作質(zhì)量得到提高、社會(huì)福利和保障狀況得到改善,但勞動(dòng)關(guān)系、職業(yè)發(fā)展情況不容樂觀;與全國(guó)平均水平相比,河北省城鎮(zhèn)女性的工作質(zhì)量較好,但是在勞動(dòng)關(guān)系、職業(yè)發(fā)展方面卻存在較大差距。河北省城鎮(zhèn)女性在受教育程度較低、缺乏維權(quán)觀念、法律法規(guī)執(zhí)行不到位和傳統(tǒng)社會(huì)性別觀念等因素的影響下,出現(xiàn)了收入水平偏低、勞動(dòng)關(guān)系不盡人意、福利和社會(huì)保障程度不夠高、職業(yè)發(fā)展?fàn)顩r不樂觀等問題。在現(xiàn)狀分析基礎(chǔ)上,從加大對(duì)女性的人力資本投資、改進(jìn)城鎮(zhèn)女性依法保護(hù)勞動(dòng)權(quán)益的相關(guān)工作、完善性別平等的勞動(dòng)力市場(chǎng)、優(yōu)化就業(yè)環(huán)境等四個(gè)維度提出了提高城鎮(zhèn)女性就業(yè)質(zhì)量的路徑。本文的研究,不僅豐富了女性就業(yè)質(zhì)量理論研究的內(nèi)容,也可以為有關(guān)部門制定和完善促進(jìn)女性就業(yè)的相關(guān)政策提供參考。
[Abstract]:Both men and women are the main force of human progress and social development. However, the degree of development of women lags far behind that of men, restricted by many factors such as physiology and social environment. The development of women is directly related to the implementation of the basic national policy of equality between men and women and the degree of social development. The level and quality of women's employment is an important indicator to reflect the economic and social status of women. Based on the relevant data of the second and third issues of China Women's Social status Survey in Hebei Province, combined with the field interviews, this paper comprehensively considers the new challenges to female employment posed by the implementation of the "comprehensive two-child" policy. This paper studies the employment quality of urban women in Hebei Province. The results show that the comprehensive index of employment quality of urban women in Hebei Province has increased, the gender gap between men and women has gradually narrowed, especially the quality of work has been improved. Social welfare and security conditions have been improved, but labor relations and career development are not optimistic. Compared with the national average, urban women in Hebei Province have a better job quality, but in labor relations, However, there is a big gap in career development. Under the influence of low level of education, lack of concept of safeguarding rights, lack of enforcement of laws and regulations and traditional social gender concept, women in cities and towns in Hebei Province have low income level and unsatisfactory labor relations. Welfare and social security level is not high enough, the status of career development is not optimistic and so on. On the basis of the analysis of the present situation, from increasing the investment of human capital to women, improving the related work of protecting the labor rights and interests of urban women according to law, and perfecting the gender-equal labor market, The four dimensions of optimizing the employment environment put forward the way to improve the employment quality of urban women. The research of this paper not only enriches the content of the theory of female employment quality, but also provides reference for relevant departments to formulate and perfect the relevant policies to promote female employment.
