【摘要】：改革開(kāi)放三十年帶給中國(guó)經(jīng)濟(jì)社會(huì)天翻地覆的變化,在市場(chǎng)經(jīng)濟(jì)迅猛發(fā)展的同時(shí),一些潛藏在飛速發(fā)展背后的社會(huì)矛盾和問(wèn)題日益顯性化,在人們的現(xiàn)實(shí)生活中逐漸積累和升級(jí)。在此經(jīng)濟(jì)社會(huì)發(fā)展的大背景下,社會(huì)工作在中國(guó)悄然起步,在不斷探索成熟的過(guò)程中走進(jìn)千家萬(wàn)戶的生活。但相比西方百余年的社會(huì)工作發(fā)展歷史,我國(guó)社會(huì)工作起步較晚,發(fā)展尚屬于初級(jí)階段,離社會(huì)工作者職業(yè)化發(fā)展目標(biāo)仍有很大的距離,許多根本性的問(wèn)題有待于進(jìn)一步突破、探索和解決,而檢驗(yàn)社會(huì)工作發(fā)展成熟度最好的衡量標(biāo)準(zhǔn)即為人民群眾對(duì)社會(huì)工作的認(rèn)可程度,要提高人民群眾認(rèn)可度首先要從實(shí)施社會(huì)工作的主體——社會(huì)工作者這支隊(duì)伍抓起。 為使社會(huì)工作者隊(duì)伍不斷走向職業(yè)化發(fā)展目標(biāo),我國(guó)各地區(qū)采取了多項(xiàng)改革措施,上海是我國(guó)社會(huì)工作發(fā)展較快并較為成熟的地區(qū)之一。近年來(lái),市委市政府高度重視社工隊(duì)伍建設(shè),把社會(huì)工作作為解決社會(huì)矛盾、促進(jìn)社會(huì)和諧的軟抓手。為推進(jìn)社工隊(duì)伍職業(yè)化發(fā)展,上海實(shí)施了社會(huì)工作職業(yè)資格制度,每年都鼓勵(lì)和引導(dǎo)社工參與專(zhuān)業(yè)化培訓(xùn),各區(qū)縣也分別建立了有利于本地區(qū)社工隊(duì)伍發(fā)展的薪資福利機(jī)制,多方面推動(dòng)社工隊(duì)伍的發(fā)展。但社工隊(duì)伍在向職業(yè)化方向邁進(jìn)的過(guò)程中,也受到了方方面面的阻力。本文認(rèn)為,社會(huì)工作者所扮演的角色對(duì)其所從事的工作的發(fā)展有著決定性的作用。由于角色呈現(xiàn)的是一個(gè)個(gè)體所處的地位和形勢(shì),它反映出個(gè)體在不同環(huán)境下的心理變化,更折射出個(gè)體及其行為的社會(huì)價(jià)值。在我國(guó),社會(huì)工作者的角色定位尚不清晰,行政化的色彩過(guò)濃導(dǎo)致社會(huì)工作者自身認(rèn)知存在偏差,從而對(duì)自己所從事的工作無(wú)法全身心的投入。這些個(gè)體角色上的問(wèn)題,使中國(guó)社會(huì)工作職業(yè)化的發(fā)展進(jìn)程受到一定阻礙。 鑒于以上情況,本文以當(dāng)前我國(guó)社會(huì)工作者角色為主題,采取比較研究和實(shí)例研究的方法,一是通過(guò)中外社會(huì)工作者角色的比較分析,明確我國(guó)社會(huì)工作者角色定位的現(xiàn)狀,學(xué)習(xí)和汲取西方社會(huì)工作發(fā)展歷程中已得到實(shí)踐證明的科學(xué)理論和價(jià)值經(jīng)驗(yàn);二是通過(guò)在上海市盧灣區(qū)居民中抽取部分人員開(kāi)展問(wèn)卷調(diào)查,了解當(dāng)前我國(guó)社會(huì)工作者的角色現(xiàn)狀,從而發(fā)現(xiàn)我國(guó)社會(huì)工作者隊(duì)伍發(fā)展中的亮點(diǎn)和不足,找尋提升社會(huì)工作者隊(duì)伍職業(yè)化發(fā)展水平的關(guān)鍵點(diǎn)和突破點(diǎn)。
[Abstract]:The 30 years of reform and opening up have brought about tremendous changes in China's economy and society. With the rapid development of the market economy, some social contradictions and problems lurking behind the rapid development are becoming increasingly dominant. In the real life of people gradually accumulate and upgrade. In this background of economic and social development, social work quietly started in China, in the process of continuous exploration and maturity into the life of thousands of households. However, compared with the development history of social work in the West for more than 100 years, the development of social work in our country is relatively late, and the development is still in the primary stage, and there is still a long way to go from the goal of professionalization of social workers, and many fundamental problems need to be further broken through. To explore and solve, and to test the best measure of the development maturity of social work, that is, the degree of acceptance of social work by the masses of the people, In order to improve the recognition of the people, we must first start with the social worker, the main body of social work. In order to make the social workers go to the goal of professionalization, many reform measures have been taken in various areas of our country. Shanghai is one of the regions where social work develops rapidly and maturely. In recent years, the municipal party committee and government attach great importance to the construction of social workers, regard social work as a soft grasp to solve social contradictions and promote social harmony. In order to promote the professionalization of social workers, Shanghai has implemented the social work professional qualification system, encouraging and guiding social workers to participate in professional training every year. Each district and county has also set up a salary and welfare mechanism conducive to the development of social workers in their respective regions. Promote the development of social work team in many ways. However, in the process of professionalization, the social work team has also suffered resistance from all aspects. This paper argues that the role of social workers plays a decisive role in the development of their work. Because the role presents the status and situation of an individual, it reflects the psychological changes of the individual under different circumstances, and also reflects the social value of the individual and its behavior. In our country, the role orientation of social workers is not clear, too much administrative color leads to the deviation of social workers' own cognition, so they can not devote themselves to the work they are engaged in. These individual role problems hinder the development of social work professionalization in China. In view of the above situation, this paper takes the current role of social worker as the theme, adopts the methods of comparative study and case study. Firstly, through the comparative analysis of the roles of social workers at home and abroad, the present situation of the role orientation of social workers in China is clarified. To study and learn from the scientific theories and valuable experiences that have been proved by practice in the course of the development of social work in the West; second, to carry out a questionnaire survey among some of the residents of Shanghai's Luwan District. In order to find out the bright spot and deficiency in the development of social worker team in our country, to find the key point and breakthrough point to improve the level of professional development of social worker team.
