“微時代”背景下L區(qū)政府輿論宣傳研究

【摘要】:隨著網絡信息技術的發(fā)展,微博、微信等新型媒體已經成為社會生活中重要的社交媒體,人類已經進入了以內容短小、傳播速度快、溝通更加便捷為主要特征的微時代。在這種背景下,政府的輿論宣傳工作面臨著巨大的機遇與挑戰(zhàn)。課題在對微時代的背景進行了充分的調研和分析、對國內外相關研究的整理和總結的基礎上,以L區(qū)政府為主要研究對象,通過文獻研究法、系統(tǒng)研究法以及案例研究法,對L區(qū)政府的輿論宣傳工作實踐進行了較為全面的調研總結。同時,發(fā)現存在著一定的問題,主要有輿論宣傳理念轉變不到位、多樣化信息平臺有待健全、工作人員信息技能有待提高、政府輿情反應與甄別機制有待完善等,并對這些問題進行了較為深入的分析,其內在的原因主要有政府輿論宣傳觀念思想自身轉變較慢、宣傳資源投入較低、宣傳工作機制不健全等方面。在公共關系理論、公共傳播學理論以及治理與善治等理論的指導下,課題提出L區(qū)政府的輿論宣傳工作應加快轉變在微時代下的理念,即增強對微時代的正確認識,主動適應和積極面對微時代下的政府輿論宣傳工作;加強政府各類資源投入,尤其是加強人才技能培訓;構建L區(qū)政府多樣化輿論宣傳互動平臺,注意引導公眾積極參與;健全L區(qū)政府輿論宣傳引導機制,提高輿情敏銳度和反應能力,建立輿論應急預案機制等。
[Abstract]:With the development of network information technology, Weibo, WeChat and other new media have become an important social media in social life.Under this kind of background, the government's public opinion propaganda work faces the enormous opportunity and the challenge.On the basis of thorough investigation and analysis of the background of the micro-era, and on the basis of the collation and summary of the related research at home and abroad, the paper takes the L district government as the main research object, through the literature research, the systematic research and the case study.To L district government's public opinion propaganda work practice has carried on the more comprehensive investigation summary.At the same time, it is found that there are some problems, such as the transformation of public opinion propaganda idea is not in place, the diversified information platform needs to be improved, the information skills of the staff need to be improved, and the mechanism of government public opinion reaction and screening needs to be improved.The main reasons are the slow change of public opinion and ideology, the low investment of propaganda resources, the imperfect mechanism of propaganda and so on.Under the guidance of public relations theory, public communication theory, governance and good governance theory, the subject puts forward that the public opinion propaganda work of L district government should speed up the transformation of the concept under the micro-era, that is, to strengthen the correct understanding of the micro-era.Actively adapt to and actively face the propaganda work of government public opinion under the micro-era; strengthen all kinds of government resources investment, especially strengthen the training of talents and skills; construct the interactive platform of diversified public opinion propaganda of L district government, pay attention to guiding the public to participate actively;Improve the public opinion propaganda and guidance mechanism, improve the public opinion acumen and response ability, establish the public opinion emergency plan mechanism and so on.
