【摘要】：本文以美國FTA各簽約方的17個(gè)負(fù)面清單為樣本,依據(jù)負(fù)面清單文本信息,定量刻畫了各國負(fù)面清單的行業(yè)限制范圍和限制強(qiáng)度,并將其轉(zhuǎn)化為分別以ISIC4.0二、三和四分位行業(yè)代碼為統(tǒng)計(jì)口徑的規(guī)范國別行業(yè)面板數(shù)據(jù)。基于上述數(shù)據(jù),本文構(gòu)建了負(fù)面清單行業(yè)覆蓋率、行業(yè)限制精準(zhǔn)度、標(biāo)準(zhǔn)累積限制強(qiáng)度、行業(yè)核心度、國家向核心度和負(fù)面清單相似度等一系列指標(biāo),分析了美國FTA各簽約方負(fù)面清單行業(yè)限制范圍和限制強(qiáng)度的整體特征及國別特征,并與中國自由貿(mào)易試驗(yàn)區(qū)統(tǒng)一負(fù)面清單進(jìn)行了比較。在此基礎(chǔ)上,提出了改進(jìn)和完善中國負(fù)面清單的相應(yīng)政策建議。
[Abstract]:This paper takes 17 negative lists of each FTA signatory as samples, according to the negative list text information, describes quantitatively the scope and intensity of industry restriction of each country's negative list, and transforms it into ISIC4.0 II, respectively.Three and four quartile industry codes for statistical caliber of standardized country-specific industry panel data.Based on the above data, this paper constructs a series of indicators, such as negative list industry coverage, industry restriction precision, standard cumulative restriction intensity, industry core degree, national core degree and negative list similarity, etc.This paper analyzes the overall characteristics and national characteristics of the scope and intensity of the negative list of American FTA signatories, and compares it with the unified negative list of China Free Trade Test area.On this basis, the corresponding policy recommendations for improving and perfecting China's negative list are put forward.
