【摘要】：加強(qiáng)農(nóng)村社區(qū)管理是現(xiàn)階段我國(guó)社會(huì)管理的重要課題。文章回顧了盧曼的社會(huì)系統(tǒng)理論及其特征,并對(duì)農(nóng)村社區(qū)管理進(jìn)行了再思考。從盧曼的社會(huì)系統(tǒng)理論的角度來(lái)看,農(nóng)村社區(qū)顯然是客觀的,在封閉的同時(shí)又具有開放性;在強(qiáng)調(diào)自主性的同時(shí)也呈現(xiàn)出多樣性的特征。在推進(jìn)農(nóng)村社區(qū)管理過(guò)程中,必須將農(nóng)村社區(qū)當(dāng)作一個(gè)客觀存在的系統(tǒng)并予重視,在推動(dòng)農(nóng)村社區(qū)系統(tǒng)內(nèi)部管理主體和管理機(jī)制的自我成長(zhǎng),也要為農(nóng)村社區(qū)管理建立具有張力的、良好的外部環(huán)境,并通過(guò)有效的引導(dǎo),實(shí)現(xiàn)系統(tǒng)內(nèi)外要素的充分互動(dòng),從而實(shí)現(xiàn)農(nóng)村社區(qū)的"善治"。
[Abstract]:Strengthening rural community management is an important subject of social management in our country at present.This paper reviews Luman's social system theory and its characteristics, and reconsiders the rural community management.From the point of view of Luhmann's social system theory, the rural community is obviously objective, which is closed and open at the same time, and shows the characteristics of diversity while emphasizing autonomy.In the process of promoting rural community management, we must regard rural community as an objective existing system and attach importance to it, and promote the self-growth of the internal management subject and management mechanism of the rural community system.It is also necessary to establish a tension and good external environment for rural community management, and to realize the full interaction of elements inside and outside the system through effective guidance, so as to realize "good governance" in rural communities.
