【摘要】：隨著我國改革開放的深入推進,國內(nèi)經(jīng)濟得到了突飛猛進的發(fā)展,人們的生活水平日益提高,群眾的需求也逐漸趨向多元化。社區(qū)作為社會組成的最基本元素,正好迎合了廣大居民群眾日益增加的服務(wù)需求。而社區(qū)工作者作為社區(qū)服務(wù)的執(zhí)行人員—社區(qū)工作者隊伍素質(zhì)的高低則直接影響到了社區(qū)工作者的工作能力、辦事效率和專業(yè)化程度。完善的社區(qū)服務(wù)體現(xiàn)了“以人為本”的科學(xué)發(fā)展觀,有助于政府從“管理型”向“服務(wù)型”的轉(zhuǎn)變。相比于發(fā)達國家,中國涉足社區(qū)建設(shè)領(lǐng)域比較晚。此外在國內(nèi)不同地區(qū),其社區(qū)建設(shè)的發(fā)展程度也是不盡相同的。可以說,社區(qū)人員隊伍建設(shè)的研究具有很強的區(qū)域性和特異性,它受所在地區(qū)的經(jīng)濟、文化及風(fēng)土人情等很多因素的影響。 本文以長春市朝陽區(qū)社區(qū)為研究對象,經(jīng)過走訪近50個社區(qū),作者利用問卷調(diào)查、無結(jié)構(gòu)訪談和實地觀察等方法,對長春市社區(qū)工作者隊伍建設(shè)現(xiàn)狀和所存在的問題進行了考察和分析。調(diào)查發(fā)現(xiàn),目前長春市社區(qū)工作者隊伍存在著結(jié)構(gòu)不清晰、工作者職業(yè)身份不明確、薪資和社會福利待遇大大低于平均標(biāo)準(zhǔn)以及社會認(rèn)識度低下等一系列問題。諸多因素導(dǎo)致了以上問題,例如：長春市仍處于發(fā)展階段,無法對社區(qū)建設(shè)給予足夠的支持；社區(qū)管理模式單一,完全屬于政府自上而下的管理模式；社區(qū)資金來源依賴政府撥款；缺乏對社區(qū)工作者的管理和培訓(xùn)；社區(qū)相關(guān)媒體宣傳力度不夠等等。 通過對問題的分析和相關(guān)領(lǐng)域文獻的調(diào)研,作者就如何加強社區(qū)工作者隊伍建設(shè)這個問題進行了深入的思考。作者認(rèn)為,對于社區(qū)的管理應(yīng)由政府自上而下的管理轉(zhuǎn)變?yōu)樽灾喂芾?在確保黨和政府的領(lǐng)導(dǎo)前提下,給予社區(qū)更多的管理及財政自由度。另外,資金是社區(qū)發(fā)展的基礎(chǔ),長春市可以學(xué)習(xí)國內(nèi)發(fā)達地區(qū)的做法,實施“政府購買服務(wù)”的方式對社區(qū)進行資金支持。另外大力支持社區(qū)自治經(jīng)濟和非盈利公益組織的介入,會大大減少政府的財政壓力。通過政府的領(lǐng)導(dǎo)和促進,成立市級社區(qū)工作者協(xié)會以及社區(qū)級的志愿者團體,將社區(qū)工作者擰成一股繩,提高其專業(yè)化程度及職業(yè)操守。加大社會傳媒宣傳力度,從而提高社區(qū)工作者的社會認(rèn)知度和自我認(rèn)可度。
[Abstract]:With the deepening of China's reform and opening up, the domestic economy has developed by leaps and bounds, people's living standards are improving day by day, and the needs of the masses are gradually becoming diversified.Community, as the most basic element of social composition, caters to the increasing service demand of the masses.The quality of community workers as community service executors has a direct impact on the ability, efficiency and specialization of community workers.The perfect community service embodies the scientific development view of "people first" and helps the government to change from "management type" to "service type".Compared with the developed countries, China has set foot in the field of community construction relatively late.In addition, in different regions of China, the development of its community construction is also different.It can be said that the study of community team building has strong regional and specificity, it is affected by many factors, such as economy, culture, local customs and so on.This paper takes the community of Chaoyang District of Changchun City as the research object, after visiting nearly 50 communities, the author makes use of the methods of questionnaire, unstructured interview and field observation, etc.This paper investigates and analyzes the present situation and existing problems of the construction of community workers in Changchun.The investigation found that there are a series of problems such as unclear structure of community workers, unclear professional status of workers, lower salary and social welfare treatment than the average standard and low social awareness in Changchun.Many factors have led to the above problems, such as: Changchun is still in the development stage, can not give sufficient support to the community construction, the community management model is single, completely belongs to the government top-down management model;Community funding depends on government funding; lack of management and training of community workers; lack of community related media publicity and so on.Through the analysis of the problem and the investigation of the related literature, the author makes a deep thinking on how to strengthen the construction of community workers.The author holds that the management of the community should be changed from the top-down management of the government to the autonomous management. Under the premise of ensuring the leadership of the Party and the government, the community should be given more management and financial freedom.In addition, capital is the basis of community development, Changchun can learn from the practice of developed areas in China, implement the "government purchase services" way to support the community funds.In addition, strong support for community autonomy and the involvement of non-profit public welfare organizations will greatly reduce the financial pressure on the government.Through the leadership and promotion of the government, the formation of municipal community workers associations and community level volunteer groups, community workers into a rope, to improve their professional and professional conduct.Increase the social media publicity, so as to improve the social awareness of community workers and self-recognition.
