【摘要】：長期以來,我國統(tǒng)計單位的確定是以法人單位為基本原則的,在計劃經(jīng)濟(jì)時期形成的這一原則是基于當(dāng)時的法人單位比較單一,較少跨產(chǎn)業(yè)、跨地區(qū)經(jīng)營的現(xiàn)象,以法人單位為基礎(chǔ)進(jìn)行統(tǒng)計簡單易行。隨著市場經(jīng)濟(jì)的發(fā)展,企業(yè)組織形式、經(jīng)營業(yè)態(tài)日趨復(fù)雜和多元化,法人單位統(tǒng)計原則在現(xiàn)行分級核算體制下遇到了重復(fù)統(tǒng)計嚴(yán)重、與核算原則相悖、不利于新經(jīng)濟(jì)統(tǒng)計等諸多問題。本文通過對2008SNA關(guān)于統(tǒng)計單位的原則建議的研究,以及我國法人單位統(tǒng)計原則的演變和統(tǒng)計單位改革的實踐總結(jié),分析了現(xiàn)行法人單位統(tǒng)計原則以及跨省分支機(jī)構(gòu)視同法人單位統(tǒng)計的弊端,提出了統(tǒng)計單位統(tǒng)計原則的三種改革設(shè)想:一是以產(chǎn)業(yè)活動單位為基本統(tǒng)計單位;二是以法人單位跨省產(chǎn)業(yè)活動單位作為單獨的統(tǒng)計單位;三是在法人單位統(tǒng)計基礎(chǔ)上對組織結(jié)構(gòu)復(fù)雜企業(yè)進(jìn)行企業(yè)結(jié)構(gòu)調(diào)查,針對現(xiàn)行統(tǒng)計單位存在的問題提出了解決辦法。最后對這三種改革設(shè)想進(jìn)行了分析比較,指出了改革的難點,提出了改革的方向。
[Abstract]:For a long time, the determination of statistical units in our country has been based on the basic principle of legal person units, which was formed during the planned economy period, based on the fact that the legal persons units at that time were relatively single, less cross-industrial and cross-regional.It is simple and easy to carry on statistics on the basis of legal person unit.With the development of the market economy, the organizational form of the enterprise and the business operation are becoming more and more complex and diversified. Under the current hierarchical accounting system, the statistical principle of the legal person unit has encountered serious repeated statistics, which is contrary to the accounting principle.Not conducive to new economic statistics and many other issues.In this paper, the author makes a study of the 2008SNA's suggestions on the principles of statistical units, as well as the evolution of the statistical principles of corporate units in China and the practice of the reform of statistical units.This paper analyzes on the current statistical principle of legal person unit and the malpractice of cross-provincial branch organizations regarding the statistical principle of legal person unit, and puts forward three reform ideas of statistical principle of statistical unit: first, taking the industrial activity unit as the basic statistical unit;The second is to take the inter-provincial industrial activity unit of the legal person unit as the separate statistical unit, the third is to carry out the enterprise structure investigation on the basis of the statistics of the legal person unit, and to put forward the solution to the problems existing in the current statistical unit.Finally, this paper analyzes and compares the three kinds of reform ideas, points out the difficulties of the reform, and puts forward the direction of the reform.
