【摘要】：李克強(qiáng)總理在2015年3月6日的《政府工作報告》中指出要"加強(qiáng)和創(chuàng)新社會治理,發(fā)展專業(yè)社會工作",將會進(jìn)一步促進(jìn)社會工作參與社會治理。社會工作是國家治理體系和治理能力現(xiàn)代化的重要力量,它既要面對并解決困難群體基本生活方面的問題,緩解社會壓力,也要在解決民生問題、建構(gòu)新型社會秩序上做出努力,因而它在體制、機(jī)制方面都可以對創(chuàng)新社會治理作出自己的貢獻(xiàn)。本文以社會治理為視角,采用文獻(xiàn)資料法、案例分析法等方法,研究民辦社會工作機(jī)構(gòu)參與社會治理的對策問題。正文第一部分理清了民辦社會工作機(jī)構(gòu)、社會治理、社會組織等相關(guān)概念、并敘述了相互間的聯(lián)系。第二部分,分析了民辦社會工作機(jī)構(gòu)參與社會治理的現(xiàn)狀,即參與制度基本成型、民辦社會工作機(jī)構(gòu)和社會工作人才隊伍建設(shè)取得較大突破以及參與了一定的治理活動。同時分別從政府、社會和機(jī)構(gòu)自身三個角度出發(fā),指出在民辦社會工作機(jī)構(gòu)參與社會治理過程中存在的問題及其原因。第三部分,在明晰民辦社會工作機(jī)構(gòu)參與社會治理的基礎(chǔ)上,嘗試提出以下三點對策:政府要完善民辦社會工作機(jī)構(gòu)參與社會治理的相關(guān)保障,即完善政策機(jī)制、引導(dǎo)機(jī)構(gòu)提供專業(yè)化服務(wù)和推進(jìn)社會工作人才隊伍建設(shè);社會要為民辦社會工作機(jī)構(gòu)參與治理提供相關(guān)支持,即行業(yè)組織為參與提供平臺支持和專業(yè)督導(dǎo)為參與提供資源支持;最后機(jī)構(gòu)要為參與社會治理努力實現(xiàn)自我完善,即加強(qiáng)自身建設(shè)、強(qiáng)化內(nèi)部管理機(jī)制和提高社會認(rèn)同。本論文通過以上研究方法和思路,系統(tǒng)研究了民辦社會工作機(jī)構(gòu)參與社會治理的理論意義和對策,既有利于豐富社會治理的理論體系,又有利于探索實現(xiàn)多元化主體參與社會治理的現(xiàn)實途徑。
[Abstract]:In his report on the work of the Government on March 6, 2015, Premier Li Keqiang pointed out the need to "strengthen and innovate social governance," The development of professional social work "will further promote the participation of social work in social governance. Social work is an important force in the modernization of the national governance system and governance capacity. To alleviate social pressure, we should also make efforts to solve people's livelihood problems and construct a new social order. Therefore, it can make its own contribution to the innovation of social governance in terms of system and mechanism. Using the methods of literature and case analysis, this paper studies the countermeasures of the participation of private social work organizations in social governance. The first part of the text clarifies the related concepts of private social work institutions, social governance, social organizations, etc. The second part analyzes the current situation of private social work institutions participating in social governance, that is, the basic formation of participation system, Non-governmental social work institutions and social work personnel have made great breakthroughs and participated in certain governance activities. At the same time, they have set out from the three angles of the government, the society and the institutions themselves, respectively. The paper points out the problems and causes in the process of private social work organizations participating in social governance. The third part, on the basis of clarifying the participation of private social work organizations in social governance, This paper tries to put forward the following three countermeasures: the government should perfect the guarantee for the non-governmental social work organizations to participate in social governance, that is, perfect the policy mechanism, guide the institutions to provide specialized services and promote the construction of social work talents; The society should provide relevant support for private social work institutions to participate in governance, that is, industry organizations provide platform support for participation and professional supervision to provide resources support for participation; finally, institutions should strive to achieve self-improvement for participation in social governance. That is, strengthening the self-construction, strengthening the internal management mechanism and enhancing the social identity. Through the above research methods and ideas, this paper systematically studies the theoretical significance and countermeasures of the participation of private social work institutions in social governance. It is not only beneficial to enrich the theoretical system of social governance, but also to explore the practical ways to realize the pluralistic subjects participating in social governance.
