【摘要】：隨著我國經(jīng)濟社會體制的轉型和政府職能轉移的逐步推進,社會公共服務領域的改革受到了國家越來越多的重視,傳統(tǒng)的政府提供社會服務方式不能滿足現(xiàn)階段的人民對服務的需求。因此,政府需探索新的社會公共服務管理方式,即政府項目購買社會組織服務的模式。就這樣我國出現(xiàn)了政府購買社會工作服務。政府作為購買社會服務的委托主體,各類社會工作機構是受委托者,政府為履行社會服務的職能以項目為單位出資購買社會工作機構的服務,并對服務進行監(jiān)督和評估,實現(xiàn)特定的公共服務目標,使政府財政效力達到最大化;社會工作機構也大多通過承接政府購買的社會工作服務的項目來維持運作,參與社會公共管理和服務。社會工作服務項目化的發(fā)展使得社會工作機構需要改變自身的服務和運作方式。因我國社會經(jīng)濟體制發(fā)展的不平衡,目前,廣州H社會工作機構在政府購買社會工作機構項目化模式下,取得了一定的成效,而內(nèi)蒙古呼和浩特市R社會工作服務機構項目運作方式卻屬于剛起步階段,并且因政策環(huán)境不同,在項目運作的程度、質量、形式不一樣。總的來說,廣州H社會工作服務機構項目運作方式對于呼和浩特市R社會工作服務機構發(fā)展上有很多學習和借鑒的地方。本論文主要分五個部分。第一部分主要內(nèi)容是敘述論文的選題背景,論文的文獻研究,本研究的意義,研究方法及相關概念等進行論述。第二部分主要從社會工作發(fā)展,政府購買社會工作服務項目運作和發(fā)展方面介紹了廣州H社會工作服務機構的項目運作情況和內(nèi)蒙古呼和浩特市R社會工作服務機構項目在運作情況。第三部分里從生態(tài)系統(tǒng)理論、和優(yōu)勢視角理論出發(fā)比較了廣州H社會工作服務機構和內(nèi)蒙古呼和浩特市R社會工作服務機構在居家養(yǎng)老服務項目的比較,發(fā)現(xiàn)內(nèi)蒙古呼和浩特市R社會工作服務機構在項目運作中面臨社會工作人才稀缺、政府對社會工作機構項目購買的重視度不夠、機構宣傳程度不足、政府項目購買社會工作服務沒有規(guī)范的標準等問題。第四部分中針對呼和浩特市R社會工作服務機構在項目服務中面臨的困境采取完善社會工作者成長體系、加強政府對社會工作機構項目購買的重視度、宣傳程度不足、政府項目購買社會工作服務需要規(guī)范標準的對策。最后是結論部分,在對論文全部內(nèi)容進行總結的基礎上,對內(nèi)蒙古呼和浩特市R社會工作服務機構政府購買社會工作服務項目問題提出了新的展望。
[Abstract]:With the transformation of our country's economic and social system and the gradual promotion of the transfer of government functions, the reform of social public service has been paid more and more attention by the state. The traditional way of providing social services by the government cannot meet the needs of the people at the present stage. Therefore, the government should explore a new mode of management of social public services. That is, the mode of government project purchasing social organization service. In this way, the government buys social work service. The government is the principal part of purchasing social service, and all kinds of social work organization is entrusted. In order to fulfill the function of social service, the government pays for the service of the social work institution with project as the unit, and monitors and evaluates the service, realizes the specific public service goal, and makes the government financial efficiency maximized; Social work agencies also maintain their operations mostly by undertaking projects for social work services purchased by the government. Participation in social public management and service. The development of social work service project makes social work organizations need to change their own service and operation mode. Because of the imbalance in the development of our country's social and economic system, at present, Guangzhou H social work organization has achieved certain results under the mode of government purchase of social work organization project, while the project operation mode of R social work service organization in Hohhot, Inner Mongolia, is just in its infancy. And because of the different policy environment, the degree, quality and form of project operation are different. In general, The project operation mode of Guangzhou H social work service organization has a lot of learning and drawing lessons for the development of R social work service organization in Hohhot. This paper is mainly divided into five parts. The first part is the main content of the description. The background of the thesis, The literature research of this paper, the significance of this study, research methods and related concepts are discussed. The second part is mainly from the development of social work, In terms of the operation and development of the social work service project purchased by the government, the project operation of Guangzhou H social work service institution and the project of R social work service institution in Hohhot, Inner Mongolia are introduced. Part 3. From ecosystem theory, Compared with the advantage theory, Guangzhou H social work service institution and R social work service institution in Hohhot, Inner Mongolia, are compared in the home pension service project. It is found that the R social work service institution in Hohhot, Inner Mongolia, is faced with the scarcity of social work personnel in the project operation, the government does not pay enough attention to the social work organization project purchase, and the institution propaganda degree is insufficient. There are no standardized standards for government projects to purchase social work services. In part 4th, in view of the difficulties faced by R social work service institutions in Hohhot City, we should improve the social worker growth system. Strengthen the government to the social work organization project purchase attention degree, the propaganda degree is insufficient, the government project purchases the social work service to need the standard countermeasure. Finally is the conclusion part, in carries on the summary to the thesis all content foundation, This paper puts forward a new outlook on the purchase of social work service items by the government of R social work service institution in Hohhot, Inner Mongolia.
