【摘要】：黨的“十六大”、“十七大”和“十八大”報告中都明確指出：“就業(yè)是民生之本”。黨的“十八大”報告又進一步指出：“要貫徹勞動者自主就業(yè)、市場調節(jié)就業(yè)、政府促進就業(yè)和鼓勵創(chuàng)業(yè)的方針,實施就業(yè)優(yōu)先戰(zhàn)略和更加積極的就業(yè)政策”,“加強職業(yè)技能培訓,提升勞動者就業(yè)創(chuàng)業(yè)能力,增強就業(yè)穩(wěn)定性”。可見,失業(yè)人員問題已經成為黨和政府高度關注的一個問題。失業(yè)人員問題不僅牽涉到就業(yè)問題,在一定程度上更是住房、養(yǎng)老、醫(yī)療等社會保障問題。因此,立足社會工作系統(tǒng)理論和增權理論的視角,對失業(yè)人員展開社會工作介入研究,既具有重要的理論意義,也具有重要的現(xiàn)實意義。 本研究立足社會工作系統(tǒng)理論和增權理論的視角,運用個案訪談的研究方法,通過對失業(yè)人員進行深入簡化的訪談,系統(tǒng)分析與失業(yè)人員的訪談內容,了解當前失業(yè)人員在基本生活保障和就業(yè)兩方面的需求。本研究旨在通過個案社會工作方法和社區(qū)社會工作方法對失業(yè)人員提供幫助和疏導。在個案社會工作介入失業(yè)人員的行動中,以任務中心模式為指導,分析了失業(yè)人員傳統(tǒng)救助的缺陷和個案社會工作服務失業(yè)人員的優(yōu)越性,并在此基礎上,嚴格按照個案社會工作的工作過程,對失業(yè)人員開展介入行動,使失業(yè)人員獲得基本生活、心理和就業(yè)方面的幫助。在社區(qū)社會工作介入失業(yè)人員的行動中,分析了社區(qū)社會工作所能提供的專業(yè)的就業(yè)服務和完善的社區(qū)保障,以此為依托,通過社區(qū)社會工作中的社區(qū)發(fā)展模式與社區(qū)計劃模式相結合的方法,對失業(yè)人員開展介入行動,最終使失業(yè)人員在社區(qū)就業(yè)、人際關系和人文關懷方面獲得幫助。
[Abstract]:The report of the 16th National Congress of the Party, the 17th National Congress of the Communist Party of China and the 18 National Congress clearly pointed out that "employment is the foundation of people's livelihood." the report of the "18 National Congress" of the Party further pointed out: "it is necessary to implement self-employment for workers and regulate employment in the market." The Government's approach to promoting employment and encouraging entrepreneurship, the implementation of employment priority strategies and more active employment policies, "strengthening vocational skills training, enhancing workers' employability and entrepreneurship, and enhancing employment stability"... The problem of unemployed people has become an issue of great concern to the Party and the government. The problem of unemployed persons involves not only the issue of employment, but also, to a certain extent, social security problems such as housing, old-age care, medical care, and so on. Based on the theory of social work system and the theory of empowerment, it is of great theoretical and practical significance to study the social work involvement of the unemployed. Based on the perspective of social work system theory and empowerment theory, this study uses the method of case interview, through in-depth and simplified interviews to the unemployed, systematic analysis of the content of interviews with the unemployed. The purpose of this study is to provide help and guidance to unemployed people through case social work method and community social work method. Into the actions of the unemployed, Guided by the task-centered model, this paper analyzes the defects of the traditional assistance to the unemployed and the superiority of the individual social work service, and on this basis, strictly according to the work process of the individual social work, Carry out intervention to the unemployed to enable them to obtain basic life, psychological and employment assistance... in the action of social work in the community to intervene with the unemployed, This paper analyzes the professional employment service and the perfect community security provided by the community social work, based on which, through the combination of the community development model and the community planning model in the community social work, The intervention of the unemployed will help the unemployed in community employment, interpersonal relationships and humanistic care.
