【摘要】：目的了解2015年和2016年艾防基金立項(xiàng)項(xiàng)目中,培育基地?cái)?shù)量及種類的變化,為促進(jìn)艾滋病防治領(lǐng)域社會(huì)組織培育基地建設(shè)提供參考依據(jù)。方法采用文獻(xiàn)研究、數(shù)據(jù)收集分析、調(diào)研訪談等方法,定性與定量結(jié)合,分析2015-2016年艾防基金管理的相關(guān)資料。結(jié)果 2015-2016年,社會(huì)組織參與艾滋病防治基金累計(jì)共立項(xiàng)1642項(xiàng),資助金額90 435 714元。2016年參與艾防基金培育基地總數(shù)為392個(gè),較2015年(318個(gè))有所增加,但各省數(shù)量變化情況不一。立項(xiàng)項(xiàng)目中各類型培育基地均增加,疾控機(jī)構(gòu)類增加了16.7%,醫(yī)療機(jī)構(gòu)類增加了26.5%,學(xué)/協(xié)會(huì)類增加了29.6%,其他社會(huì)組織類型的培育基地增加了300%。訪談結(jié)果顯示,培育基地目前主要為聯(lián)合執(zhí)行項(xiàng)目的社區(qū)組織提供資金代管,并通過(guò)日常管理、上報(bào)數(shù)據(jù)等提供支持和指導(dǎo),在既往的工作基礎(chǔ)上,雙方能較好的開(kāi)展合作。部分省份減少了以疾控機(jī)構(gòu)和醫(yī)療機(jī)構(gòu)類型的培育基地。結(jié)論社會(huì)組織類型的培育基地較疾控和醫(yī)療機(jī)構(gòu)類型的行政培育機(jī)制能更好地支持社區(qū)組織參與艾滋病防治工作,應(yīng)加強(qiáng)對(duì)其制度化管理,形成可復(fù)制、可推廣、可持續(xù)發(fā)展的模式。
[Abstract]:Objective to understand the changes in the number and types of cultivation bases in 2015 and 2016, so as to provide a reference for the construction of social organizations in the field of AIDS prevention and control. Research and interview methods, qualitative and quantitative analysis of the relevant data of AIDS Fund management from 2015 to 2016. Results in 2015-2016, the total number of social organizations involved in AIDS prevention and control fund was 1 642. The total amount of subsidy was 90,435,714 yuan. In 2016, the total number of training bases for participation in the Ai Defense Fund was 392, which was an increase over 2015 (318), but the number of provinces varied. The number of cultivation bases of all types in the project was increased. The number of institutions for disease control and prevention has increased by 16.7 percent, the category of medical institutions has increased by 26.5, the category of schools / associations has increased by 29.6, and the training bases of other types of social organizations have increased by 300. The results of the interviews show that, At present, the training base mainly provides funds for joint implementation community organizations, and provides support and guidance through daily management, reporting of data, etc., on the basis of past work, Some provinces have reduced the cultivation bases of disease control institutions and medical institutions. Conclusion the cultivation bases of social organization type can be better than the administrative cultivation mechanism of disease control and medical organization type. Supporting the participation of community-based organizations in the fight against AIDS, Institutional management should be strengthened to form a replicable, popularized and sustainable development model.
