【摘要】：社區(qū)是社會(huì)發(fā)展,特別是社會(huì)經(jīng)濟(jì)發(fā)展的必然產(chǎn)物。隨著社會(huì)主義市場經(jīng)濟(jì)體制和政治體制的改革與發(fā)展,社區(qū)在社會(huì)發(fā)展中的地位日益突出,逐漸成為中國基層民主政治建設(shè)的重要性戰(zhàn)略空間,以自治為核心的基層民主建設(shè)是中國民主發(fā)展的重要組成部分。 19世紀(jì)70年代末,由于政治、經(jīng)濟(jì)、文化各方面都發(fā)生了重大的變革,村民自治制度與城市社區(qū)自治制度相繼建立起來,并表現(xiàn)出了旺盛的生命力。20世紀(jì)90年代,隨著我國社會(huì)主義市場經(jīng)濟(jì)制度的確立和發(fā)展,城市社區(qū)居民自治也發(fā)展起來。所謂城市社區(qū)居民自治,是指在城市社區(qū)范圍內(nèi),社會(huì)成員在法律、法規(guī)及相關(guān)政策允許的范圍內(nèi),在沒有外部力量強(qiáng)制性的干預(yù)下,通過民主協(xié)商合作處理社區(qū)的公共事務(wù),并使社區(qū)進(jìn)入自我服務(wù)、自我管理、自我教育的過程。在黨和政府的領(lǐng)導(dǎo)下社區(qū)居民通過民主管理、民主監(jiān)督、民主決策、民主選舉而達(dá)到的自我監(jiān)督、自我管理、自我服務(wù)、自我教育。對于城市社區(qū)的發(fā)展起到了積極的作用。 隨著城市現(xiàn)代化、社會(huì)多元化、政治民主化的發(fā)展,城市社區(qū)居民自治在社會(huì)的發(fā)展中逐漸煥發(fā)出一種新的生命力,對社會(huì)主義基層民主發(fā)展起到了很重要的作用,社會(huì)主義居民自治取得了較大的成績。但由于我國當(dāng)前處在社會(huì)轉(zhuǎn)型期,城市社區(qū)居民自治仍然存在著不少問題,針對這些問題,本文提出了一些具有針對性的建議和對策供進(jìn)一步探討。 全文除引言和結(jié)語外,共分四個(gè)部分。 引言主要指出筆者選取這一研究主題的理由、研究背景,同時(shí)還簡單介紹了我國城市社區(qū)居民自治的發(fā)展?fàn)顩r及其面臨的一些主要問題。 正文從四個(gè)方面來展開闡述。 第一部分：城市社區(qū)居民自治的由來和演變。闡述了城市社區(qū)居民自治的相關(guān)概念,如：“社區(qū)的”的定義、“城市社區(qū)”和“城市社區(qū)居民自治”的涵義,另外還介紹了“社區(qū)”的由來。 第二部分：我國城市社區(qū)居民自治理論的主要內(nèi)容與發(fā)展過程。文中首先介紹了居民自治的由來、特征、功能和意義,其次介紹了社區(qū)居民自治的發(fā)展軌跡。筆者把城市社區(qū)居民自治分為兩個(gè)部分,并詳細(xì)的分析了其發(fā)展過程。 第三部分：目前城市社區(qū)居民自治面臨的現(xiàn)實(shí)狀況。針對我國目前城市社區(qū)居民自治的實(shí)際情況,筆者主要指出我國城市社區(qū)居民自治面臨的幾個(gè)主要問題：如：相關(guān)城市社區(qū)居民自治法律有待完善、居民委員會(huì)組織面臨困窘及政府職能不明確等一系列問題。 第四部分：針對我國城市社區(qū)建設(shè)中面臨的問題提出相應(yīng)對策：1.完善有關(guān)城市社區(qū)居民自治的法律制度,加強(qiáng)制度建設(shè)。2.提高居民參與意識(shí)。3.強(qiáng)化城市居委會(huì)的自治功能。4.轉(zhuǎn)變政府職能。5.加強(qiáng)社區(qū)黨建。6.理順社區(qū)組織之間的內(nèi)部關(guān)系。 結(jié)語：社區(qū)居民自治是社區(qū)發(fā)展的不可逆轉(zhuǎn)的潮流,在黨的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,在政府的大力推動(dòng)下,社區(qū)居民自治必然會(huì)迎來大力發(fā)展的時(shí)期。
[Abstract]:Community is the social development, especially the inevitable result of social and economic development. With the reform and development of the socialist market economic system and political system, the status of community in social development have become increasingly prominent, has become the political construction of democracy at the grassroots level Chinese the importance of strategic space, grassroots democracy autonomy as the core is an important part of Chinese democratic development.
At the end of 1870s, due to political, economic, and cultural aspects have undergone significant changes, the villager autonomy system and city community autonomy system have been established, and demonstrate the vitality of.20 in 90s, with the establishment and development of China's socialist market economic system, city community residents' autonomous development. The so-called City Community Residents Autonomy refers to the community in the city within the scope of social members in the legal scope, regulations and related policies, in the absence of external force mandatory intervention, through democratic consultation and cooperation with the community public affairs, and make community service to self, self management, self education. In the process of the party and the government under the leadership of the community residents through democratic management, democratic supervision, democratic decision-making, democratic elections and achieve self supervision, self management, self service and self education. The development of urban communities has played a positive role.
Along with the development of city modernization, social diversification, the development of democracy, the City Community Residents Autonomy in the development of the society gradually brought out a new vitality, a very important role in the development of socialist democracy at the grassroots level, the residents' autonomy has made great achievements. But because our country is in the social transition period, city community autonomy still has many problems, aiming at these problems, this paper puts forward some targeted suggestions and Countermeasures for further study.
In addition to the introduction and conclusion, the full text is divided into four parts.
The introduction mainly points out the reasons for choosing this research topic and the background of the research. It also briefly introduces the development of urban community residents' autonomy in China and some major problems.
The text is elaborated from four aspects.
The first part: the origin and evolution of urban community residents' autonomy. This paper expounds the relevant concepts of urban community residents' autonomy, such as the definition of "community", the meaning of "urban community" and "Urban Community Residents Autonomy", and also introduces the origin of "community".
The second part: the main content of our city of community residents' self governance and development. This paper first introduces the origin, the residents' autonomy characteristics, function and significance, then introduces the development of community autonomy. The city community autonomy is divided into two parts, and a detailed analysis of the process of its development.
The third part: the current situation of City Community Residents Autonomy faces. According to the actual situation of city community autonomy in China at present, the author points out some key problems of City Community Residents Autonomy in China: such as: City Community Residents Autonomy Law need to be improved, the residents committee organization faces embarrassment and a series of government functions is not clear the problem.
The fourth part: in view of our country city community construction is facing problems and puts forward the corresponding countermeasures: 1. to improve the legal system of City Community Residents Autonomy, strengthen the system construction to improve the awareness of residents to participate in.2..3. to strengthen the city neighborhood autonomy function.4..5. internal relationship between the transformation of government functions to strengthen the community party.6. to rationalize the community organization.
Conclusion: community residents' autonomy is the irreversible trend of community development. Under the strong leadership of the Communist Party and the vigorous push of the government, the autonomy of community residents is bound to usher in a great development period.
