【摘要】：隨著人口老齡化社會(huì)的加快推進(jìn)，以及中國(guó)經(jīng)濟(jì)社會(huì)轉(zhuǎn)型升級(jí)，我國(guó)現(xiàn)行的社會(huì)保險(xiǎn)制度面臨著新的問(wèn)題與壓力。特別是，老年人在人口結(jié)構(gòu)中的比重不斷攀升，養(yǎng)老保險(xiǎn)金支付危機(jī)加重。在這一現(xiàn)實(shí)背景下，延長(zhǎng)退休年齡成為可選擇的解決方案之一。關(guān)于是否延長(zhǎng)退休年齡，一直以來(lái)都是學(xué)術(shù)界爭(zhēng)論的焦點(diǎn)問(wèn)題。退休年齡與養(yǎng)老保險(xiǎn)制度、就業(yè)、宏觀經(jīng)濟(jì)運(yùn)行都有著密切的聯(lián)系，，若不對(duì)政策實(shí)施或?qū)⒊霈F(xiàn)的影響慎重考慮和評(píng)估，可能會(huì)不利于經(jīng)濟(jì)社會(huì)的平穩(wěn)運(yùn)行與發(fā)展。 從國(guó)內(nèi)外環(huán)境看，國(guó)內(nèi)面臨轉(zhuǎn)型壓力的同時(shí)，國(guó)際經(jīng)濟(jì)政治環(huán)境也頗復(fù)雜多變，特別是在國(guó)際經(jīng)濟(jì)增長(zhǎng)速度緩慢的情況下，我國(guó)宏觀經(jīng)濟(jì)運(yùn)行受到較大程度的影響，經(jīng)濟(jì)增長(zhǎng)速度趨緩，就業(yè)形勢(shì)也較為嚴(yán)峻，如何平衡養(yǎng)老保險(xiǎn)制度與就業(yè)的關(guān)系，便成了時(shí)下熱議的焦點(diǎn)。假如不對(duì)現(xiàn)行退休年齡制度進(jìn)行調(diào)整，那么養(yǎng)老保險(xiǎn)支付風(fēng)險(xiǎn)就會(huì)加重；如果延長(zhǎng)退休年齡，是否會(huì)對(duì)就業(yè)造成不利影響，以至于影響到社會(huì)的穩(wěn)定，須慎重考慮�？梢�，不同于發(fā)達(dá)國(guó)家，我國(guó)對(duì)退休年齡的調(diào)整面臨雙重困境，需要緊密圍繞經(jīng)濟(jì)社會(huì)發(fā)展實(shí)際，理順不同群體的利益關(guān)系，探索適合我國(guó)的政策取向與制度安排。 鑒于此，本研究從延長(zhǎng)退休年齡與養(yǎng)老保險(xiǎn)制度的關(guān)系著手，首先闡述了我國(guó)現(xiàn)行的退休年齡政策及養(yǎng)老保險(xiǎn)制度發(fā)展現(xiàn)狀和問(wèn)題，在此基礎(chǔ)上，從正反兩個(gè)方面列舉了延長(zhǎng)退休年齡可能對(duì)養(yǎng)老保險(xiǎn)制度產(chǎn)生的影響，并得出延長(zhǎng)退休年齡勢(shì)在必行的結(jié)論。同時(shí)，也在政策設(shè)計(jì)思路和實(shí)施舉措方面給出了相應(yīng)建議和思考。
[Abstract]:With the rapid development of the aging society and the economic and social transformation and upgrading of China, the current social insurance system in China is facing new problems and pressures, especially. The proportion of the elderly in the population structure is rising, and the pension payment crisis is aggravated. In this realistic background, extending the retirement age becomes one of the alternative solutions. On whether to extend the retirement age. Retirement age and pension insurance system, employment, macroeconomic operation are closely linked, if not the implementation of the policy or the impact will be carefully considered and assessed. May be unfavorable to the smooth operation and development of the economy and society. At the same time, the international economic and political environment is complex and changeable, especially in the case of the slow growth rate of the international economy. The macro-economic operation of our country is affected to a great extent, the economic growth rate is slowing down, the employment situation is also more severe, how to balance the relationship between the old-age insurance system and employment. It has become the focus of the current hot debate. If the current retirement age system is not adjusted, then the pension insurance will increase the risk of payment; If the retirement age is prolonged, whether it will have a negative impact on employment and even affect the stability of the society, we must consider carefully. Therefore, different from the developed countries, the adjustment of the retirement age in China is faced with double difficulties. It is necessary to closely focus on the reality of economic and social development, straighten out the interests of different groups, and explore the policy orientation and institutional arrangements suitable for our country. In view of this, this study begins with the relationship between the extension of retirement age and the pension insurance system, first of all, it expounds the current retirement age policy and the current situation and problems of the development of pension insurance system in China, and on this basis. From the positive and negative aspects, this paper lists the possible impact of prolonging the retirement age on the pension insurance system, and draws the conclusion that it is imperative to extend the retirement age. At the same time. Also in the policy design idea and the implementation measure aspect has given the corresponding suggestion and the ponder.
