【摘要】：目前我國正處于社會的快速轉(zhuǎn)型期,各種社會問題層出不窮,迫切需要培養(yǎng)大批社會工作人才,廣泛提供社會生活各個(gè)領(lǐng)域的專業(yè)服務(wù),發(fā)揮社會工作化解社會矛盾、預(yù)防和解決社會問題、促進(jìn)社會和諧的重要作用。 我國社會工作人才隊(duì)伍建設(shè)尚處于起步階段,制約社會工作人才發(fā)展的因素很多,有社會認(rèn)知度的因素、有資源投入的因素等等,其中社會工作人才隊(duì)伍建設(shè)面臨的體制問題是一個(gè)根本性的因素。本課題從健全社會工作人才隊(duì)伍建設(shè)體制的視角,回顧我國社會工作人才隊(duì)伍建設(shè)的歷程、梳理與社會工作人才開發(fā)有關(guān)的制度變遷,分析社會工作人才隊(duì)伍建設(shè)的現(xiàn)狀,對比英美等發(fā)達(dá)國家社會工作人才建設(shè)體制方面的經(jīng)驗(yàn)、啟示、教訓(xùn),對目前社會工作專業(yè)人才隊(duì)伍建設(shè)中領(lǐng)導(dǎo)管理機(jī)制、資源投入機(jī)制、教育培訓(xùn)機(jī)制、職業(yè)評價(jià)與激勵(lì)機(jī)制、人才使用機(jī)制等進(jìn)行多視角的理性分析,并且指出要規(guī)避的發(fā)達(dá)國家社會工作人才開發(fā)中的問題,提出建立健全社會工作專業(yè)人才隊(duì)伍建設(shè)體制的若干建議,為我國建立健全社會工作人才隊(duì)伍建設(shè)體制機(jī)制提供建設(shè)性的參考。
[Abstract]:At present, our country is in the rapid transformation of society, various social problems emerge in endlessly, it is urgent to train a large number of social workers, and provide professional services in various fields of social life. Social work plays an important role in resolving social contradictions, preventing and solving social problems and promoting social harmony. Our country social work talented person troop construction is still in the initial stage, the restriction social work talented person development factor is many, has the social recognition degree factor, has the resources investment factor and so on. The problem of the construction of social work talents is a fundamental factor. From the perspective of perfecting the construction system of social work talents, this topic reviews the course of the construction of social work talents in China. Combing the system changes related to the development of social work talents, analyzing the current situation of the construction of social work talent team, comparing the experience, inspiration and lessons of the social work talent construction system of the developed countries such as the United States and the United States. This paper makes a rational analysis of leadership management mechanism, resource input mechanism, education and training mechanism, career evaluation and incentive mechanism, talent use mechanism and so on. It also points out the problems in the development of social work talents in developed countries, and puts forward some suggestions on how to establish and perfect the construction system of social work professionals. It provides a constructive reference for our country to establish and perfect the construction system mechanism of social work talents.
