【摘要】：國際援助是政府、非政府組織或國際機(jī)構(gòu)之間為促進(jìn)受援國人民生活條件改善而進(jìn)行的公共資源的自愿轉(zhuǎn)移。在當(dāng)今國際援助體系中,除了傳統(tǒng)的政府間援助形式,大量公民社會組織涌現(xiàn)并成為實現(xiàn)國際援助的重要力量,凱爾國際就是其中具有代表性的組織之一。凱爾國際成立于1945年,在世界范圍內(nèi)有14個傘狀成員,是全球領(lǐng)先的人道主義救援和發(fā)展組織,消除貧困和不平等是它實施國際援助的宗旨。非洲是世界上發(fā)展較為落后的地區(qū)之一,它遭受了長達(dá)幾世紀(jì)的殖民統(tǒng)治。20世紀(jì)60年代初,大量非洲國家獲得獨(dú)立,其積貧積弱的社會發(fā)展?fàn)顩r急需外部力量的幫助。凱爾國際憑借一般國際組織不具備的優(yōu)勢,通過對非援助,為非洲受援國在人道主義救援、基礎(chǔ)設(shè)施建設(shè)、能力建設(shè)等方面做出了突出貢獻(xiàn)。
[Abstract]:International aid is the government, the voluntary transfer of public resources to promote the improvement of people's living conditions and the recipient for non-governmental organizations and international organizations. In today's international aid system, in addition to the traditional government assistance in the form of a large number of citizens, social organizations have emerged and become an important force to achieve international aid, one of which is representative of Kell international the Kell international organization. Founded in 1945, has 14 member umbrella in the world, is the organization of humanitarian relief and development of the world's leading, the elimination of poverty and inequality is the implementation of the international assistance mission. Africa is one of the more backward areas of development in the world, it has suffered centuries of colonial rule the.20 century at the beginning of 60s, a large number of African countries gained independence, the weak status of social development need the help of external forces by general Kell international. The advantages that international organizations do not have, through aid to Africa, has made outstanding contributions to humanitarian assistance, infrastructure construction and capacity-building in Africa.
