【摘要】：完善農(nóng)村社會保障制度是構(gòu)建和諧社會的制度基礎(chǔ),是實(shí)現(xiàn)社會公平的“調(diào)節(jié)器”,是維護(hù)社會穩(wěn)定的“減震器”。當(dāng)前我國正處于經(jīng)濟(jì)社會轉(zhuǎn)型期,建設(shè)農(nóng)村社會保障制度是提高江西農(nóng)民生活水平的重要手段。 本文從我國經(jīng)濟(jì)社會轉(zhuǎn)型期的社會保障制度以及國外社會保障制度建設(shè)中尋找規(guī)律、總結(jié)經(jīng)驗(yàn),獲得啟示,試圖探索適合經(jīng)濟(jì)社會轉(zhuǎn)型期江西農(nóng)村社會保障制度建設(shè)特有的模式。經(jīng)濟(jì)社會轉(zhuǎn)型期的江西農(nóng)村社會保障制度建設(shè)有充裕的資金來源,它主要來自于三個(gè)經(jīng)濟(jì)體,也就是農(nóng)村農(nóng)民土地流轉(zhuǎn)受益款、農(nóng)業(yè)經(jīng)濟(jì)發(fā)展農(nóng)民增收部分和政府工業(yè)經(jīng)濟(jì)發(fā)展增值部分。經(jīng)濟(jì)社會轉(zhuǎn)型期的江西農(nóng)村社會保障制度建設(shè)資金應(yīng)有科學(xué)管理,它主要得益于先進(jìn)的法人式管理模式的使用。經(jīng)濟(jì)社會轉(zhuǎn)型期的江西農(nóng)村社會保障制度建設(shè)應(yīng)有江西強(qiáng)有力地地方法律保障實(shí)施。它的保障來自于日益完善的全國法律體系和江西地方法規(guī)體系。經(jīng)濟(jì)社會轉(zhuǎn)型期的江西農(nóng)村社會保障制度建設(shè)有有效的監(jiān)督體制。來自于江西地方媒體、廣大農(nóng)民、江西各級人大等權(quán)力機(jī)構(gòu)的立體式監(jiān)督將保證江西農(nóng)村社會保障制度建設(shè)順利、有序進(jìn)行�？傊�,經(jīng)濟(jì)社會轉(zhuǎn)型期的江西農(nóng)村社會保障制度建設(shè)有自己的原則,有自己的特色,能夠?yàn)樽顝V大的江西農(nóng)民提供最好的社會保障制度。
[Abstract]:Perfecting the rural social security system is the institutional basis for building a harmonious society, the "regulator" for realizing social equity, and the "shock absorber" for maintaining social stability. At present, our country is in the period of economic and social transformation, the construction of rural social security system is an important means to improve the living standard of farmers in Jiangxi. This article looks for the rules from the social security system of China's economic and social transformation period and the construction of foreign social security system, summarizes the experience, and obtains the enlightenment. This paper attempts to explore a special model for the construction of rural social security system in Jiangxi Province during the period of economic and social transformation. The construction of Jiangxi rural social security system in the period of economic and social transformation has abundant sources of funds, it mainly comes from three economies, that is, the benefit of rural farmers' land transfer. Agricultural economic development farmers' income increase and government industrial economic development value-added part. The construction fund of Jiangxi rural social security system in the economic and social transition period should be managed scientifically, which mainly benefits from the use of advanced legal and human management mode. The construction of Jiangxi rural social security system in the economic and social transformation period should be implemented by Jiangxi strong local law guarantee. Its guarantee comes from the increasingly perfect national legal system and Jiangxi local regulation system. The construction of Jiangxi rural social security system in the period of economic and social transformation has an effective supervision system. The three-dimensional supervision from Jiangxi local media, farmers and people's congresses at all levels will ensure the smooth and orderly construction of Jiangxi rural social security system. In a word, the construction of Jiangxi rural social security system in the period of economic and social transformation has its own principles and characteristics, which can provide the best social security system for the vast majority of Jiangxi farmers.
