【摘要】：正社會(huì)救助是社會(huì)保障最基本的一項(xiàng)政策,關(guān)系到困難群眾柴米油鹽、安危冷暖,是托底性民生制度安排。2014年,國(guó)務(wù)院公布了《社會(huì)救助暫行辦法》,從法律層面規(guī)范了現(xiàn)行八項(xiàng)社會(huì)救助制度內(nèi)容,實(shí)現(xiàn)了制度范圍從窄到寬、救助標(biāo)準(zhǔn)從低到高、覆蓋對(duì)象從少到多的重大轉(zhuǎn)變。青海省自1997年建立城市居民最低生活保障制度以來(lái),歷經(jīng)19年的探索實(shí)踐,基本建立了以城鄉(xiāng)低保為基礎(chǔ),特困人員供養(yǎng)、災(zāi)害救助、
[Abstract]:Positive social assistance is the most basic policy of social security. It is related to the poor people's firewood, rice and salt, safety and security, and is the institutional arrangement for supporting people's livelihood. In 2014, the State Council promulgated the "interim measures for Social Assistance." This paper standardizes the contents of the current eight social assistance systems from the legal level, and realizes a significant change in the scope of the system from narrow to wide, the standard of relief from low to high, and the coverage of objects from less to more. Since the establishment of the minimum living security system for urban residents in 1997 in Qinghai Province, after 19 years of exploration and practice, it has basically established the urban and rural minimum subsistence allowance system, providing for special hardship personnel, and disaster relief.
