【摘要】：中國(guó)的農(nóng)民工開(kāi)始于20世紀(jì)80年代初,他們以“農(nóng)民”身份從鄉(xiāng)村分流到城市,為城市建設(shè)作貢獻(xiàn)。雖然生活在城市,但他們的生活依然接近農(nóng)民。十多年來(lái),數(shù)千萬(wàn)農(nóng)民為城市建設(shè)作出了重要的貢獻(xiàn),為社會(huì)創(chuàng)造了巨大的財(cái)富,可以說(shuō)他們?yōu)槲覈?guó)工業(yè)化與城市化快速發(fā)展立下了重要的功勞。由于就業(yè)限制、社會(huì)地位低下、社會(huì)保障缺失等各方面的原因,他們雖然生活在城市,但享受不到城市所給予的各項(xiàng)保障。從某些方面講,他們也是我國(guó)弱勢(shì)群體。近年來(lái),完善農(nóng)民工的社會(huì)保障問(wèn)題得到社會(huì)各界的廣泛關(guān)注,政府出臺(tái)了相應(yīng)的政策,許多學(xué)者也提出自己的見(jiàn)解,但農(nóng)民工社會(huì)保障問(wèn)題仍然沒(méi)有得到有效解決。本文以成都市農(nóng)民工社會(huì)保障為研究對(duì)象,從農(nóng)民工和社會(huì)保障權(quán)益的內(nèi)涵釋義出發(fā),就農(nóng)民工社會(huì)保障權(quán)益實(shí)現(xiàn)的現(xiàn)狀進(jìn)行了調(diào)查和研究,總結(jié)出農(nóng)民工文化素質(zhì)偏低,職業(yè)技能需要加強(qiáng)、勞動(dòng)權(quán)益保障需加強(qiáng)、生活環(huán)境有待改善等問(wèn)題。為了解決以上問(wèn)題,保障農(nóng)民工社會(huì)保障的合法權(quán)益,成都市采取了廢除了損害農(nóng)民工權(quán)益的二元化戶籍制度、制定城鄉(xiāng)一體化政策、全面推行居住證制度、公平合理解決農(nóng)民工子女教育問(wèn)題等措施,取得了比較理想的成效。通過(guò)對(duì)成都市農(nóng)民工社會(huì)保障權(quán)益的改革實(shí)踐研究,可以獲得的啟示是城鄉(xiāng)一體化是我國(guó)今后社會(huì)發(fā)展的目標(biāo);優(yōu)化社會(huì)保障運(yùn)行環(huán)境;政府、企業(yè)和農(nóng)民工三者協(xié)同配合。研究成都市完善農(nóng)民工社會(huì)保障權(quán)益的意義是深遠(yuǎn)的,有利于完善我國(guó)社會(huì)保障制度,更有利于整個(gè)社會(huì)的和諧穩(wěn)定。
[Abstract]:China's migrant workers began in the early 1980s, as "farmers" from the rural to the city, contributing to urban construction. Although they live in cities, their lives are still close to those of farmers. Over the past ten years, tens of millions of farmers have made important contributions to urban construction and created great wealth for the society. It can be said that they have established important credit for the rapid development of industrialization and urbanization in our country. Because of employment restriction, low social status, lack of social security and other reasons, although they live in the city, they can not enjoy the protection provided by the city. In some ways, they are also weak groups in our country. In recent years, the improvement of the social security of migrant workers has received extensive attention from all walks of life, the government has issued corresponding policies, many scholars also put forward their own views, but the problem of social security of migrant workers has still not been effectively resolved. This paper takes the social security of migrant workers in Chengdu as the research object, starting from the connotation interpretation of migrant workers and social security rights and interests, carries on the investigation and research on the status quo of the realization of the social security rights and interests of migrant workers, and concludes that the cultural quality of migrant workers is on the low side. Vocational skills need to be strengthened, labor rights and interests should be strengthened, and living environment needs to be improved. In order to solve the above problems and protect the legitimate rights and interests of migrant workers' social security, Chengdu has adopted the abolition of the dual household registration system that damages the rights and interests of migrant workers, the formulation of a policy of integration between urban and rural areas, and the comprehensive implementation of the residence permit system. Fair and reasonable solutions to the problem of education of migrant workers' children and other measures, achieved relatively satisfactory results. Through the practical research on the reform of the social security rights and interests of migrant workers in Chengdu, the enlightenment is that the integration of urban and rural areas is the goal of our country's social development in the future; the optimization of the social security operating environment; the coordination of the government, enterprises and migrant workers. It is significant to study the social security rights and interests of migrant workers in Chengdu, which is beneficial to the improvement of our social security system and the harmony and stability of the whole society.
