【摘要】："馬路市場"貌似便民,實際上嚴重干擾了居民群眾的日常生活。大力整治城市"馬路市場"勢在必行。濟南市城區(qū)"馬路市場"的主要成因在于規(guī)范化商業(yè)流通服務網(wǎng)點不足;市場布局欠合理、管理欠規(guī)范;正規(guī)商業(yè)設施租金相對較高,難以適應群眾對低端易耗品和日常生活必需品的多樣化需求;外來進城人口和城市無業(yè)人員的推動以及多頭管理難以形成合力。治理的主要難點在于治理馬路市場的社會動力不足;執(zhí)法環(huán)境不夠理想;社會保障、救助事業(yè)發(fā)展滯緩的拖累。治理濟南市"馬路市場"的可行路徑包括做好充分的社會準備;抓好對"馬路市場"的疏導、排遣和科學篩選"馬路市場"的去留。
[Abstract]:"Road market" seems to be convenient, in fact seriously interferes with the daily life of residents. It is imperative to vigorously renovate the urban "road market". The main causes of the "road market" in Jinan City are the shortage of standardized commercial circulation service network, the unreasonable distribution of the market, the lack of standard management, the relatively high rental of formal commercial facilities, It is difficult to adapt to the diversified demand of the masses for low-end consumable goods and daily necessities, and it is difficult to form a joint force between the promotion of the migrant population and the urban unemployed people and the management of many people. The main difficulty of governance lies in the lack of social motive force in managing the road market; the unsatisfactory law enforcement environment; the drag of slow development of social security and rescue undertakings. The feasible way to manage Jinan's "road market" includes making adequate social preparation, grasping the guidance of "road market", arranging and scientifically sifting out the "road market".
