【摘要】： 社會保障基金是社會保障制度的物質(zhì)基礎(chǔ),社會保障基金的投資管理十分重要,2008年金融危機席卷全球,我國社會保障基金投資管理難度隨之加大,本文認為只有堅持“安全第一、謹慎投資”的管理理念,才能保證社�；鸬陌踩�,本文通過分析我國社會保障基金在金融危機背景下的投資現(xiàn)狀,總結(jié)出我國社�；鹜顿Y管理乏力應(yīng)對金融危機主要有以下幾點原因:社會保障基金管理體制不暢、投資范圍狹窄且比例搭配不當(dāng)、基金公司治理結(jié)構(gòu)存在缺陷、立法體系不完善等,在分析了金融危機背景下美國聯(lián)邦政府社會保障基金和阿根廷養(yǎng)老保險基金的投資管理情況下,得到一些啟示,提出了應(yīng)對金融危機的社會保障基金投資管理策略:完善社會保障基金管理體制,為社會保障基金投資創(chuàng)造一個良好的體制環(huán)境;逐步拓寬投資渠道,根據(jù)基金的性質(zhì)合理調(diào)整投資比例;加強對基金管理公司的監(jiān)管;建立社會保障基金投資風(fēng)險管理體系;完善社�；鹜顿Y管理相關(guān)法律制度等。金融危機背景下我國社會保障基金投資既不應(yīng)因畏懼金融風(fēng)險而駐足不前,也不能急功近利盲目投資,而是應(yīng)該采取穩(wěn)健的投資管理策略,有效的防控風(fēng)險。
[Abstract]:The social security fund is the material foundation of the social security system. The investment management of the social security fund is very important. This paper holds that only by adhering to the management concept of "safety first and prudent investment" can the security of social security funds be guaranteed. This paper analyzes the present investment situation of social security funds in China under the background of financial crisis. The main reasons for the weak management of social security fund investment in China to deal with the financial crisis are as follows: the social security fund management system is not smooth, the investment range is narrow and the proportion is improper, and the fund company governance structure has defects. After analyzing the investment management of the social security fund of the US federal government and the pension fund of Argentina under the background of the financial crisis, we get some enlightenment. This paper puts forward the investment management strategy of social security fund in response to the financial crisis: perfecting the management system of social security fund, creating a good institutional environment for social security fund investment, broadening the investment channel step by step, According to the nature of the fund to adjust the proportion of investment; strengthen the supervision of the fund management company; establish the social security fund investment risk management system; improve the social security fund investment management related legal system and so on. Under the background of financial crisis, the investment of social security fund in our country should not be stopped because of fear of financial risk, nor can we invest blindly with quick success and instant benefit, but should adopt steady investment management strategy and effective prevention and control of risk.
