【摘要】：政府公共服務(wù)供給能力的問題是建設(shè)服務(wù)型政府的重要研究內(nèi)容。本文基于政策執(zhí)行能力、制度創(chuàng)新能力、資源獲取能力、社會管理能力等四個(gè)視角,對內(nèi)蒙古政府的現(xiàn)狀進(jìn)行分析,認(rèn)為內(nèi)蒙古政府公共服務(wù)的現(xiàn)狀是公共服務(wù)水平從2003年開始至2013年逐年上升,尤其是在社會管理和制度創(chuàng)新兩個(gè)方面提升較大,但仍處于一種不平衡狀態(tài),呈現(xiàn)出由中部向東、西兩部遞減的格局。發(fā)現(xiàn)內(nèi)蒙古政府公共服務(wù)依然存在問題：公共服務(wù)供給主體單一,政府過度壟斷、自身經(jīng)濟(jì)發(fā)展不足、財(cái)政體制不完善、社會各領(lǐng)域發(fā)展不均且差距較大等問題。本文從收入與消費(fèi)、政府財(cái)政能力、就業(yè)與社會保障、生存環(huán)境、生活質(zhì)量五個(gè)方面進(jìn)行研究,分析和評價(jià)了內(nèi)蒙古政府公共服務(wù)供給能力,采集了2013年內(nèi)蒙古12個(gè)盟市的具體數(shù)據(jù)和2003年至2013年內(nèi)蒙古政府近11年的數(shù)據(jù),建立了內(nèi)蒙古政府公共服務(wù)供給能力指標(biāo)體系模型,運(yùn)用因子分析法和聚類分析模型,分析和評價(jià)了2003-2013年內(nèi)蒙古政府公共服務(wù)供給能力和2013年內(nèi)蒙古各盟市政府公共服務(wù)供給能力。研究結(jié)論：(1)運(yùn)用因子分析法對2003-2013年內(nèi)蒙古政府公共服務(wù)供給能力進(jìn)行評價(jià)分析,發(fā)現(xiàn)內(nèi)蒙古政府公共服務(wù)供給能力呈現(xiàn)平穩(wěn)上升趨勢。五大模塊中,社會保障與就業(yè)所占比重最大,其次是政府財(cái)政能力、生存環(huán)境、收入與消費(fèi),最后才是生活質(zhì)量。(2)內(nèi)蒙古中部地區(qū)政府公共服務(wù)供給能力的整體評價(jià)水平高于東部和西部地區(qū),中部地區(qū)政府公共服務(wù)供給能力整體評價(jià)相對較高的主要優(yōu)勢在于中部地區(qū)均為老的工業(yè)城市,其政府財(cái)政能力、居民生存環(huán)境指數(shù)及生活質(zhì)量指數(shù)較高�；谝陨辖Y(jié)論,研究認(rèn)為內(nèi)蒙古政府應(yīng)在社會保障與就業(yè)、政府財(cái)政能力、生存環(huán)境等三個(gè)權(quán)重較大的方面進(jìn)行加強(qiáng),如增加并優(yōu)化財(cái)政支出、提升就業(yè)保障能力、重視改善生活環(huán)境等措施,從而提升內(nèi)蒙古政府公共服務(wù)能力。
[Abstract]:The issue of government public service supply capacity is an important research content of building a service-oriented government. Based on four perspectives, such as policy implementation ability, institutional innovation ability, resource acquisition ability and social management ability, the present situation of Inner Mongolia government is analyzed. The status of public service in Inner Mongolia government is the level of public service from 2003 From the beginning of the year to 2013, it is rising year by year, especially in the two aspects of social management and system innovation, but still in a unbalanced state, showing a pattern of declining from the middle to the East and two in the West. It is found that there are still problems in the public service of the government of Inner Mongolia: the main body of public service supply, the excessive monopoly of the government, and the economic development of the government. Insufficient exhibition, imperfect financial system, uneven development in all fields of society, and large gap in various fields. This paper studies the five aspects of income and consumption, government financial capacity, employment and social security, living environment and quality of life, analyzes and evaluates the supply capacity of public service in Inner Mongolia government, and collects 12 cities in 2013. The data and the data of Inner Mongolia government for nearly 11 years from 2003 to 2013, set up the index system model of the Inner Mongolia government's public service supply capacity, and use factor analysis and cluster analysis model to analyze and evaluate the supply capacity of public service in Inner Mongolia government for 2003-2013 years and the supply energy of the government public service of the Inner Mongolia governments in 2013. Research conclusions: (1) using the factor analysis method to evaluate the public service supply capacity of Inner Mongolia government for 2003-2013 years, it is found that the supply capacity of public service in Inner Mongolia government shows a steady rising trend. Among the five modules, the proportion of social security and employment is the largest, the second is the government financial capacity, the living environment, income and consumption, The quality of life is the last one. (2) the overall evaluation level of the government's public service supply capacity in central Inner Mongolia is higher than that in the East and the West. The main advantages of the overall evaluation of the government's public service supply ability in the central region are the old industrial city in the central region, the government financial capacity and the living environment index of the residents. Based on the above conclusions, the Inner Mongolia government should strengthen the Inner Mongolia government in the social security and employment, the government financial capacity, the living environment and other aspects, such as increasing and optimizing the financial expenditure, improving the employment security ability, and paying more attention to the improvement of the living environment, so as to promote the public of the Inner Mongolia government.
