【摘要】：養(yǎng)老保險(xiǎn)制度作為社會(huì)保障制度中的重要組成部分,是保障老年人的基本生活需求,為老年人提供穩(wěn)定可靠的生活來源的重要工具。河北省目前在基本養(yǎng)老保險(xiǎn)事業(yè)中取得了一定的成績,尤其是統(tǒng)籌城鄉(xiāng)居民養(yǎng)老保險(xiǎn)已走在了全國的前列,但是存在的問題和面對的新形勢也具有一定的代表性。各種問題日漸突出,如果不及時(shí)采取有效的解決辦法,勢必?fù)p害參保者的利益,不利于社會(huì)公平的實(shí)現(xiàn),影響?zhàn)B老保險(xiǎn)制度的可持續(xù)發(fā)展。本研究從公平性、效率性和持續(xù)性三個(gè)維度構(gòu)建一套科學(xué)合理的評(píng)價(jià)指標(biāo)體系,對河北省基本養(yǎng)老保險(xiǎn)的實(shí)施效果從上述三個(gè)方面以及綜合實(shí)施效果進(jìn)行評(píng)價(jià),劃分實(shí)施效果的評(píng)價(jià)等級(jí),通過模糊綜合評(píng)價(jià)方法計(jì)算出評(píng)價(jià)指標(biāo)所屬等級(jí)集,從而確定最終的評(píng)價(jià)結(jié)果。為理論界研究養(yǎng)老保險(xiǎn)提供一些新的思路,為河北基本養(yǎng)老保險(xiǎn)保障能力建設(shè)提出對策建議。首先,本文通過第一章緒論的部分介紹了研究的背景、意義、內(nèi)容與方法、國內(nèi)外研究現(xiàn)狀等,構(gòu)建了本文的研究框架。再通過第二章闡述了相關(guān)概念和理論基礎(chǔ)。其次,對河北省養(yǎng)老保險(xiǎn)實(shí)施現(xiàn)狀進(jìn)行梳理和整合,包括制度的改革歷程、養(yǎng)老保險(xiǎn)參保情況、資金運(yùn)行情況、籌資情況、支付情況以及信息系統(tǒng)建設(shè)情況,獲得了研究所需的客觀數(shù)據(jù)。再次,構(gòu)建了河北省基本養(yǎng)老保險(xiǎn)實(shí)施效果評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法確定各指標(biāo)權(quán)重,模糊綜合評(píng)價(jià)法做綜合評(píng)價(jià),得出了河北省基本養(yǎng)老保險(xiǎn)實(shí)施效果為一般水平。最后,根據(jù)本文的實(shí)證分析結(jié)果和河北省養(yǎng)老保險(xiǎn)運(yùn)行的客觀數(shù)據(jù)和政策實(shí)施情況,指出了制度實(shí)施取得的成績以及存在的問題,并提出了有針對性的對策建議,促進(jìn)河北省養(yǎng)老保險(xiǎn)制度的完善和可持續(xù)發(fā)展。
[Abstract]:As an important part of the social security system, the old-age insurance system is an important tool to protect the basic living needs of the elderly and to provide a stable and reliable source of living for the elderly. Hebei Province has made some achievements in the basic endowment insurance at present, especially the urban and rural residents pension insurance has been in the forefront of the country, but the existing problems and the new situation is also representative. All kinds of problems are becoming more and more prominent. If we do not take effective solutions in time, it will certainly harm the interests of the insured, be unfavorable to the realization of social equity and affect the sustainable development of the old-age insurance system. This research constructs a set of scientific and reasonable evaluation index system from the three dimensions of fairness, efficiency and persistence, and evaluates the implementation effect of basic old-age insurance in Hebei Province from the above three aspects and the comprehensive implementation effect. The evaluation grade of implementation effect is divided and the grade set of evaluation index is calculated by fuzzy comprehensive evaluation method, and the final evaluation result is determined. This paper provides some new ideas for the theoretical research on endowment insurance, and puts forward some countermeasures and suggestions for the construction of the basic endowment insurance capacity in Hebei Province. First of all, this paper introduces the background, significance, content and methods of the research through the introduction of the first chapter, and constructs the research framework of this paper. Then through the second chapter elaborated the related concept and the theory foundation. Secondly, the implementation status of pension insurance in Hebei Province is combed and integrated, including the reform course of the system, pension insurance participation, capital operation, financing, payment and information system construction. The objective data needed for the study were obtained. Thirdly, the evaluation index system of the implementation effect of basic old-age insurance in Hebei Province is constructed. The weight of each index is determined by AHP and the comprehensive evaluation is done by fuzzy comprehensive evaluation method, and the effect of basic old-age insurance implementation in Hebei Province is obtained as a general level. Finally, according to the empirical analysis results of this paper and the objective data and policy implementation of pension insurance operation in Hebei Province, the paper points out the achievements and problems in the implementation of the system, and puts forward targeted countermeasures and suggestions. To promote the improvement and sustainable development of the pension insurance system in Hebei Province.
