【摘要】：文章基于2012新加坡連氏"中國城市公共服務(wù)質(zhì)量調(diào)查",對我國中心城市社會保障公眾滿意度現(xiàn)狀進行了分析,發(fā)現(xiàn)34個中心城市的社會保障公眾滿意度存在較大差異。通過構(gòu)建多層線性模型,從城市層面的因素如人均GDP、常住人口、人均社會保障財政支出、社會保障財政支出水平等,受訪市民的個人因素如年齡段、性別、職業(yè)、學(xué)歷、收入、居住年限、單位性質(zhì)、是否黨員、戶籍等兩個層面解釋影響34個中心城市社會保障滿意度差異的因素,發(fā)現(xiàn)受訪市民的年齡段、收入、戶籍、居住時間等變量較強地影響了公眾對于社會保障的滿意程度,能夠較充分地解釋社會保障滿意度在城市之間的差異,而城市層面的因素對滿意度在城市間差異的解釋能力不強。為了縮小社會保障地區(qū)差異、提高公眾滿意度,文章還從財政轉(zhuǎn)移支付制度、社會保障卡、社會保障統(tǒng)籌層次等方面提出了對策建議。
[Abstract]:Based on the survey of public service quality of urban public security in the city of Singapore in 2012 , the author analyzes the present situation of social security public satisfaction in the central city of China , and finds out that the factors such as age , sex , occupation , educational background , income , residence time , unit nature , membership and residence time of urban social security have influenced the public ' s satisfaction to the social security , and the factors of urban level are not strong in explaining the difference between cities . In order to reduce the difference of social security area and improve the public satisfaction , the article also puts forward some countermeasures from the aspects of financial transfer payment system , social security card and social security planning level .
