【摘要】：“十二五”期間,我國保障性住房總體規(guī)劃量為3600萬套。根據規(guī)劃,到2015年底,全國保障性住房覆蓋面達到20%左右,城市低收入人群將得到基本覆蓋。上海在住房保障體系的建設中構建了“四位一體”的住房保障體系。近幾年保障標準不斷調整,保障覆蓋面不斷拓寬,政府在保障性住房方面的投入也不斷增加。政府對保障性住房的投入會受到宏觀經濟發(fā)展和政府財力的影響,如何把控投入,保持保障性住房水平在適度范圍內就顯得尤為重要。基于此,本文從保障性住房水平的影響因素分析入手,采用定性分析和定量分析相結合的方法,對保障性住房水平進行了分析研究。本文研究內容如下:(1)保障性住房的相關理論分析。(2)保障性住房水平的影響因素。在文獻檢索的基礎,提出保障性住房水平的影響因素,并運用主成分分析法和敏感度分析法尋找確定影響保障性住房水平的重要因素。(3)上海保障性住房保障水平的判定。本文借鑒穆懷中適度社會保障水平測算模型,從最敏感因素即國民經濟發(fā)展水平出發(fā),增加保障性住房支出系數,推導出了保障性住房水平的測算模型。根據上海的相關數據求得上海住房保障水平的適度區(qū)間。運用統(tǒng)計數據,判斷上海近階段保障性住房保障水平。(4)基于上海保障性住房保障水平判定的評價及對策建議。通過對保障水平的評價分析,揭示上海在保障性住房建設發(fā)展中的難點。提出提升政府在保障房建設中的供給能力、合理調控居民申請保障房準入資格、平衡住宅市場保障性住房與商品房的供給、控制人口規(guī)模以降低保障基數等對策建議。
[Abstract]:During the 12 th five-year Plan period, the overall planning of affordable housing in China is 36 million sets. According to the plan, by the end of 2015, the national coverage of affordable housing reached about 20 percent, urban low-income people will be basically covered. Shanghai has constructed a four-in-one housing security system in the construction of housing security system. In recent years, the standard of security has been adjusted, the coverage of security has been widened, and the government's investment in affordable housing has been increasing. Government investment in affordable housing will be affected by macroeconomic development and government financial resources, how to control investment and maintain the level of affordable housing in a moderate range is particularly important. Based on this, this paper begins with the analysis of the influencing factors of the level of affordable housing, and adopts the method of qualitative analysis and quantitative analysis to analyze and study the level of affordable housing. The main contents of this paper are as follows: (1) theoretical analysis of affordable housing; (2) factors affecting the level of affordable housing. On the basis of literature retrieval, this paper puts forward the influencing factors of the level of affordable housing, and uses principal component analysis and sensitivity analysis to find out the important factors that affect the level of affordable housing. (3) the judgment of the level of Shanghai's affordable housing security. Based on the calculation model of moderate social security level in Muhuazhong, this paper starts from the most sensitive factor, that is, the level of national economic development, increases the expenditure coefficient of affordable housing, and deduces the calculating model of the level of supportable housing. According to the relevant data in Shanghai, the appropriate range of housing security level in Shanghai is obtained. Using statistical data to judge the level of housing security in Shanghai in the near stage. (4) based on the evaluation of the level of affordable housing security in Shanghai and the countermeasures and suggestions. Through the evaluation and analysis of the security level, this paper reveals the difficulties in the development of Shanghai's affordable housing construction. The paper puts forward some countermeasures and suggestions, such as improving the supply capacity of government in the construction of indemnificatory apartment, rationally regulating residents' application for indemnificatory apartment entry qualification, balancing the supply of affordable housing and commercial housing in the residential market, controlling the population size to reduce the guarantee base.
