【摘要】：農民工作為我國經濟社會轉軌時期產生的特殊群體,為我國社會主義現(xiàn)代化建設做出巨大貢獻。同時,隨著工業(yè)化和城鎮(zhèn)化進程的不斷推進,農民工規(guī)模逐漸擴大,流動性不斷增強,其養(yǎng)老保險轉移接續(xù)問題也日益突出。雖然,近年來國家出臺了一些相關政策,但由于受各種因素影響,該問題依然存在,嚴重損害了農民工的切身利益,限制了城鄉(xiāng)統(tǒng)一勞動力市場的形成,阻礙了新型城鎮(zhèn)化的發(fā)展。而確保養(yǎng)老保險無障礙轉移接續(xù),不僅關系到農民工養(yǎng)老保險權益的實現(xiàn)和社會養(yǎng)老保險制度的完善,更關系到新型城鎮(zhèn)化建設乃至社會主義和諧社會建設的進程,對我國經濟的健康發(fā)展和社會的和諧穩(wěn)定都具有重大的現(xiàn)實意義。文章在推進新型城鎮(zhèn)化發(fā)展的背景下,首先從分析農民工養(yǎng)老保險轉移接續(xù)的內涵、必要性以及新型城鎮(zhèn)化的內涵入手,在此基礎上分析指出新型城鎮(zhèn)化對農民工養(yǎng)老保險轉移接續(xù)的要求;其次通過對農民工養(yǎng)老保險轉移接續(xù)相關政策的基本現(xiàn)狀分析得出其存在的問題及原因;最后提出一些對策建議。全文主要通過五個部分來闡述這一內容,第一部分介紹本文選題與意義,對國外關于社會養(yǎng)老保險關系轉移接續(xù)的對策,我國對于這一問題的研究現(xiàn)狀進行文獻梳理。第二部分為新型城鎮(zhèn)化背景下農民工養(yǎng)老保險轉移接續(xù)的相關概念界定。第三部分為新型城鎮(zhèn)化背景下農民工養(yǎng)老保險轉移接續(xù)的現(xiàn)狀、問題及原因。第四部分從加強農民工養(yǎng)老保險相關政策法規(guī)建設,協(xié)調不同地區(qū)間利益沖突,加快養(yǎng)老保險相關配套制度改革,提高經辦機構管理服務效率來解決制約農民工養(yǎng)老保險轉移接續(xù)的因素。第五部分為結語。
[Abstract]:As a special group in the period of economic and social transition, migrant workers have made great contributions to China's socialist modernization. At the same time, with the development of industrialization and urbanization, the scale of migrant workers is gradually expanding, the mobility is increasing, and the problem of pension insurance transfer is becoming more and more prominent. Although the state has issued some related policies in recent years, due to the influence of various factors, the problem still exists, which seriously damages the vital interests of migrant workers and restricts the formation of a unified labor market between urban and rural areas. It hinders the development of new urbanization. To ensure the unobstructed transfer of old-age insurance is not only related to the realization of the pension insurance rights and interests of migrant workers and the perfection of the social old-age insurance system, but also related to the construction of a new type of urbanization and even the process of building a harmonious socialist society. It is of great practical significance to the healthy development of our economy and the harmony and stability of our society. In the context of promoting the development of new urbanization, the article begins with the analysis of the connotation, necessity and connotation of the transfer of migrant workers' old-age insurance. On this basis, the paper points out that the new urbanization requires the transfer of rural migrant workers' old-age insurance; secondly, through the analysis of the basic status quo of the policies related to the transfer of migrant workers' old-age insurance transfer, the problems and reasons are obtained. Finally, some countermeasures and suggestions are put forward. The first part introduces the topic and significance of this paper, the foreign countermeasures on the transfer of social endowment insurance relationship, the status of research on this issue in China literature comb. The second part is the definition of the transfer of migrant workers pension insurance under the background of new urbanization. The third part is the status quo, problems and reasons of rural migrant workers' pension insurance transfer under the background of new urbanization. The fourth part is to strengthen the construction of policies and regulations related to the old-age insurance of migrant workers, to coordinate the conflicts of interest among different regions, and to accelerate the reform of the supporting system of the pension insurance. To improve the efficiency of management services to solve the constraints of migrant workers pension insurance transfer. The fifth part is the conclusion.
