【摘要】：當(dāng)今世界普遍面臨的社會問題是人口老齡化。隨著我國人口空巢化、高齡化、老齡化的加劇,老年人的民生問題也受到社會關(guān)注。在這樣社會背景下,構(gòu)建我國養(yǎng)老照顧的社會支持體系是一個亟待解決的問題,本文從中國老齡化現(xiàn)象出發(fā),將社會人群中老年人這種特殊的弱勢群體作為研究對象,這不僅可以完善了社會支持體系理論和社會保障學(xué)體系學(xué)科發(fā)展,而且可以作為養(yǎng)老建設(shè)方面中肯實(shí)際可行的建議,為政府決策執(zhí)行者提供良好的建議注解。本文以山西省太原市老年人為研究對象,對其養(yǎng)老服務(wù)狀況進(jìn)行調(diào)研,結(jié)合微觀宏觀分析,將實(shí)證研究作為主體突出研究。立足當(dāng)?shù)?結(jié)合實(shí)際狀況,以山西省太原市某一個具體的小區(qū)為個體案例,進(jìn)行深入研究,從老人的個人狀況及家庭狀況為切入點(diǎn),對山西的養(yǎng)老服務(wù)體系資源需求狀況進(jìn)行分析。研究采用定性和定量相結(jié)合研究,在文獻(xiàn)研究的基礎(chǔ)上,走訪實(shí)地以及相關(guān)部門,以訪談問卷的方式進(jìn)行調(diào)研。在分析理論和文獻(xiàn)之后通過實(shí)地調(diào)研了解具體情況,為方案的設(shè)計提供數(shù)據(jù)支撐。本文通過調(diào)研分析發(fā)現(xiàn)目前養(yǎng)老存在著養(yǎng)老法律保障體系建設(shè)不完善,政府財政經(jīng)濟(jì)支持不足,結(jié)構(gòu)設(shè)施匱乏,服務(wù)單一,缺乏統(tǒng)一認(rèn)證標(biāo)準(zhǔn)和人員培養(yǎng),各養(yǎng)老主體間協(xié)調(diào)程度不夠。本文從存在問題中提出了完善保障體系加大經(jīng)濟(jì)物資投入、豐富養(yǎng)老服務(wù)統(tǒng)一標(biāo)準(zhǔn)化、構(gòu)建人才培養(yǎng)及協(xié)調(diào)養(yǎng)老主體溝通性等一系列建議,具有一定的學(xué)術(shù)研究和社會實(shí)用價值。
[Abstract]:The general social problem facing the world today is the aging of the population. With the population nesting, aging and aging in China, the livelihood of the elderly is also concerned by the society. In such a social background, it is an urgent problem to construct the social support system of old-age care in China. This paper, starting from the aging phenomenon in China, takes the elderly as the special vulnerable group as the research object. This can not only perfect the theory of social support system and the development of social security system discipline, but also can be used as practical and practical suggestions for the construction of the aged, and provide a good comment for the executors of government policy. In this paper, the elderly in Taiyuan City of Shanxi Province as the research object, research on the status of pension services, combined with micro-macro analysis, empirical research as the main body of prominent research. Based on the local, combined with the actual situation, taking a specific district in Taiyuan City, Shanxi Province, as an individual case, in-depth research is carried out, starting from the personal and family status of the elderly. This paper analyzes the resource demand of pension service system in Shanxi Province. On the basis of literature research, the research adopts the combination of qualitative and quantitative research, visits the field and relevant departments, and carries on the investigation by the way of interview questionnaire. After analyzing the theory and literature, through field investigation to understand the specific situation, to provide data support for the design of the scheme. Through investigation and analysis, this paper finds that there are imperfect construction of pension legal security system, insufficient financial and economic support of the government, lack of structural facilities, single service, lack of unified certification standards and personnel training. The degree of coordination among various pension subjects is not enough. From the existing problems, this paper puts forward a series of suggestions, such as perfecting the security system, increasing the economic material input, enriching the unified standardization of the old-age service, constructing the talent training and coordinating the communication of the main body of the aged, etc. It has certain academic research and social practical value.
