【摘要】：土地是農(nóng)民賴以生存的資源,我國自家庭聯(lián)產(chǎn)承包制之后,農(nóng)民就擁有了土地的使用權(quán),農(nóng)民的工作積極性有了很大的提升,同時(shí)對我國農(nóng)業(yè)的發(fā)展具有重要的推動(dòng)。但是目前該制度在運(yùn)行過程中的不足和缺點(diǎn)逐漸凸顯出來,而且已經(jīng)滿足不了目前農(nóng)業(yè)生產(chǎn)發(fā)展的需要,農(nóng)業(yè)規(guī)�；l(fā)展將會(huì)成為我國農(nóng)業(yè)發(fā)展的必然趨勢。為了有效實(shí)現(xiàn)農(nóng)業(yè)的規(guī)�；l(fā)展,而又不損害我國農(nóng)民的利益,就需要在對土地制度進(jìn)行改革的過程中提出新的土地制度,農(nóng)村土地流轉(zhuǎn)制度能夠有效的解決上述土地改革過程中存在的問題,并且能夠有效的促進(jìn)我國農(nóng)業(yè)的快速發(fā)展。本論文研究過程中通過文獻(xiàn)調(diào)研法、理論結(jié)合實(shí)踐、定性和定量分析法對本課題研究內(nèi)容進(jìn)行深入分析和研究。通過對國內(nèi)外的土地流轉(zhuǎn)現(xiàn)狀和研究結(jié)果的分析,結(jié)合目前的相關(guān)理論,對壽光市土地流轉(zhuǎn)現(xiàn)狀進(jìn)行實(shí)地調(diào)查和了解,找出該地區(qū)在土地流轉(zhuǎn)過程中存在的問題,深入分析問題產(chǎn)生的原因及影響因素,針對存在的問題提出合理有效的解決措施,為后期政策方案的制定和實(shí)施提供依據(jù)。目前該地區(qū)的土地流轉(zhuǎn)制度存在的問題主要有:土地流轉(zhuǎn)期限偏短、土地流轉(zhuǎn)中的行政干預(yù)過度、土地流轉(zhuǎn)中的市場機(jī)制不健全、土地流轉(zhuǎn)不能滿足農(nóng)民意愿、缺乏有效地土地流轉(zhuǎn)監(jiān)管制度等;通過對上述問題的分析,提出合理的解決措施,主要有:改革土地產(chǎn)權(quán)制度、采用合理有效的手段轉(zhuǎn)變政府職能、構(gòu)建土地流轉(zhuǎn)平臺(tái)、建立健全社保體系、加強(qiáng)和完善土地用途監(jiān)督和管理制度等。
[Abstract]:Land is the resource that farmers rely on for survival. After the household contract system, the farmers have the right to use the land. The enthusiasm of the farmers has been greatly promoted, and it has an important promotion to the development of our agriculture. However, the shortcomings and shortcomings of the system have been gradually highlighted and have already been developed. The development of agricultural scale will be the inevitable trend of agricultural development in our country. In order to realize the large-scale development of agriculture and not harm the interests of the peasants in our country, it is necessary to bring up a new land system in the process of reform of the land system, and the system of rural land circulation can be carried out. It can effectively solve the problems existing in the process of land reform, and can effectively promote the rapid development of agriculture in our country. In this paper, the research contents of this subject are analyzed and studied through literature research, theory combined with practice, qualitative and quantitative analysis method. The analysis of the results, combined with the current relevant theories, to investigate and understand the current situation of the land transfer in Shouguang City, find out the problems in the process of the land circulation, analyze the causes and influencing factors of the problem, and put forward reasonable and effective measures to solve the problems in order to formulate the policy plan for the later period. The existing problems of the land transfer system in the region are as follows: the short term of land circulation, the excessive administrative intervention in the land circulation, the imperfect market mechanism in the land circulation, the failure of the land circulation to meet the farmers' will, the lack of effective land transfer supervision system, and so on. The reasonable measures are as follows: the reform of land property rights system, the use of reasonable and effective means to transform the government functions, the construction of land circulation platform, the establishment of a sound social security system, and the strengthening and improvement of the supervision and management system of land use.
