【摘要】：土地革命時(shí)期(1927-1937)是中國(guó)共產(chǎn)黨生死存亡的關(guān)鍵時(shí)期,一方面,中國(guó)共產(chǎn)黨自身的力量弱小,黨內(nèi)在政治、軍事路線方面存在較大分歧,缺乏堅(jiān)強(qiáng)有力的領(lǐng)導(dǎo)核心;另一方面,國(guó)民黨對(duì)中國(guó)共產(chǎn)黨實(shí)行殘酷的軍事“圍剿”。因此,解決中國(guó)共產(chǎn)黨及其軍隊(duì)的生存問題是該時(shí)期的核心問題。中國(guó)共產(chǎn)黨在其創(chuàng)建的根據(jù)地推行的社會(huì)保障政策則是鞏固根據(jù)地、壯大紅軍力量、實(shí)現(xiàn)其政治理想的重要措施之一,它是解決中國(guó)共產(chǎn)黨生存問題的重要保障。本文重點(diǎn)是從經(jīng)濟(jì)視角來研究土地革命時(shí)期中國(guó)共產(chǎn)黨的社會(huì)保障思想與實(shí)踐,其實(shí)踐意義在于探尋中國(guó)共產(chǎn)黨制定的中國(guó)特色社會(huì)主義保障制度的根,執(zhí)政為民、保障民生是中國(guó)共產(chǎn)黨自誕生之日起就明確提出的政治理念,這種政治理念在當(dāng)代中國(guó)通過更加完善的社會(huì)保障措施得以體現(xiàn),現(xiàn)在各種社會(huì)保障制度的根則在于中國(guó)共產(chǎn)黨幼年時(shí)期提出的政策主張;其理論意義在于拓展中國(guó)近代保障文明的研究視野:中國(guó)共產(chǎn)黨在幼年時(shí)期提出的社會(huì)保障主張雖然只在范圍較小的根據(jù)地試行,但它代表的是最廣泛的下層百姓的利益。研究中國(guó)近代保險(xiǎn)文明歷史,若忽視這方面的理論研究,則中國(guó)近代保險(xiǎn)文明是不完善的。本文包括六部分,第一部分主要闡明選題背景及意義,并簡(jiǎn)要介紹本文的創(chuàng)新點(diǎn)與不足。第二部分先簡(jiǎn)要回顧了土地革命前中國(guó)共產(chǎn)黨的勞工保護(hù)主張,后重點(diǎn)分析了土地革命時(shí)期,隨著軍事和經(jīng)濟(jì)形勢(shì)的變化,探討中國(guó)共產(chǎn)黨對(duì)社會(huì)保險(xiǎn)基金的來源與監(jiān)管、勞動(dòng)保險(xiǎn)法規(guī)等方面的認(rèn)識(shí),及其相應(yīng)的實(shí)踐活動(dòng)。第三部分整理歸納了土地革命時(shí)期中國(guó)共產(chǎn)黨在職工福利(包括最低限度工資、節(jié)假日經(jīng)濟(jì)福利、住房保障等)和公共福利(包括公共衛(wèi)生、老幼病殘的生活保障問題)的主要思想與實(shí)踐。第四部分,先分析了土地革命時(shí)期廣大工農(nóng)群眾所受的自然和社會(huì)災(zāi)害情況,繼而分析中國(guó)共產(chǎn)黨從生產(chǎn)互助、倉(cāng)儲(chǔ)制度、資金支持等方面對(duì)受災(zāi)民眾實(shí)行救助的政策主張。第五部分,首先分析了中國(guó)共產(chǎn)黨在土地革命時(shí)期關(guān)于保障紅軍作戰(zhàn)經(jīng)費(fèi)與給養(yǎng)、紅軍家屬生活問題、紅軍優(yōu)撫工作的必要性等方面的思考,然后介紹了中國(guó)共產(chǎn)黨對(duì)優(yōu)撫工作采取的政策措施。第六部分是本文的結(jié)論,主要結(jié)合現(xiàn)代社會(huì)保障理論,分析了土地革命時(shí)期中國(guó)共產(chǎn)黨的社會(huì)保障業(yè)的特點(diǎn),并揭示其社會(huì)保障思想對(duì)抗日戰(zhàn)爭(zhēng)時(shí)期乃至整個(gè)新民主主義時(shí)期中國(guó)共產(chǎn)黨的社會(huì)保障業(yè)的改革與發(fā)展的重大意義。
[Abstract]:The agrarian revolution was a crucial period for the survival of the Communist Party of China. On the one hand, the Communist Party of China was weak in its own strength, and there were great differences in the political and military lines within the Party, lacking a strong and powerful leadership core; on the other hand, The Kuomintang carried out a brutal military "encirclement and suppression" campaign against the Communist Party of China. Therefore, to solve the survival of the Communist Party of China and its army is the core issue of the period. The social security policy carried out by the Communist Party of China in the base areas established by the Communist Party of China is one of the important measures to consolidate the base areas, strengthen the strength of the Red Army and realize its political ideal, and it is an important guarantee to solve the problem of the survival of the Communist Party of China. The focus of this paper is to study the social security thought and practice of the Communist Party of China during the Agrarian Revolution from an economic perspective. Its practical significance is to explore the root of the socialist security system with Chinese characteristics formulated by the Communist Party of China and to govern for the people. Safeguarding people's livelihood is a political concept explicitly put forward by the Communist Party of China since its birth. This political concept has been embodied in contemporary China through more perfect social security measures. At present, the root of all kinds of social security system lies in the policy proposition put forward by the Communist Party of China in its infancy. Its theoretical significance lies in expanding the research field of modern Chinese civilization: although the social security proposition put forward by the Communist Party of China in its infancy is only tried out in the smaller base areas, it represents the interests of the most extensive lower class people. If we study the history of modern Chinese insurance civilization, if we ignore the theoretical research in this respect, the modern Chinese insurance civilization is not perfect. This paper consists of six parts, the first part mainly expounds the background and significance of the topic, and briefly introduces the innovation and shortcomings of this paper. The second part briefly reviews the labor protection claims of the Communist Party of China before the agrarian revolution, and then analyzes the origin and supervision of the social insurance fund by the Communist Party of China with the changes of the military and economic situation during the agrarian revolution. Labour insurance laws and regulations and other aspects of understanding, and the corresponding practical activities. The third part summarizes the welfare of workers and staff (including minimum wage, economic welfare, housing security, etc.) and public welfare (including public health) during the Agrarian Revolution. The main thought and practice of the life guarantee of the old and the young sick and disabled. The fourth part first analyzes the natural and social disasters suffered by the broad masses of workers and peasants during the Agrarian Revolution, and then analyzes the policy proposal of the Communist Party of China to carry out relief to the affected people from the aspects of production mutual aid, warehousing system, fund support and so on. In the fifth part, the author first analyzes the Communist Party of China's thinking on the guarantee of the Red Army's operational funds and supplies, the life of the Red Army's family members, the necessity of the Red Army's preferential work during the agrarian revolution, and so on. Then it introduces the policy and measures taken by the Communist Party of China. The sixth part is the conclusion of this paper, mainly combined with the modern social security theory, analyzes the characteristics of the social security industry of the Communist Party of China during the Agrarian Revolution. It also reveals the great significance of its social security ideology to the reform and development of the social security industry of the Communist Party of China during the War of Resistance against Japan and the whole new democratic period.
