【摘要】：正黨的十八屆三中全會(huì)提出了全面深化改革的歷史任務(wù),把推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化作為改革的總目標(biāo),對(duì)國(guó)家治理的各項(xiàng)工作都提出了新的標(biāo)準(zhǔn)和要求。作為國(guó)家職能的重要方面,社會(huì)保障制度的改革和優(yōu)化,既是社會(huì)治理體制創(chuàng)新的重要內(nèi)容,也是國(guó)家治理體系現(xiàn)代化的重要方面,要在深化改革的大背景下,適應(yīng)新的目標(biāo),明確未來(lái)的發(fā)展方向。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the historical task of deepening the reform in an all-round way, taking the modernization of the national governance system and the ability of governance as the overall goal of the reform, and putting forward new standards and requirements for all the work of national governance. As an important aspect of the functions of the state, the reform and optimization of the social security system is not only an important part of the innovation of the social governance system, but also an important aspect of the modernization of the national governance system.
