【摘要】：經(jīng)濟(jì)社會(huì)的快速增長與人民收入分配的不均使得貧富差距不斷擴(kuò)大，與此同時(shí)，我國人口老齡化特別是農(nóng)村人口老齡化形勢(shì)嚴(yán)峻，在這種情況下，國家不僅應(yīng)當(dāng)擔(dān)負(fù)起完善社會(huì)保障制度建設(shè)的重任，還應(yīng)在社會(huì)保障基金投資過程中擔(dān)負(fù)主要責(zé)任，實(shí)現(xiàn)社會(huì)保障基金的保值增值，，使我國走向和諧共同富裕。因此，加強(qiáng)社會(huì)保障基金投資風(fēng)險(xiǎn)預(yù)警系統(tǒng)的研究，對(duì)于優(yōu)化我國社會(huì)保障基金的投資方式及建立完善的風(fēng)險(xiǎn)預(yù)警機(jī)制起到重要的推動(dòng)作用，有利于將社會(huì)保障基金的投資風(fēng)險(xiǎn)弱化，有利于我國證券市場(chǎng)的穩(wěn)定和繁榮，有利于深化社會(huì)保障體制改革。 社會(huì)保障基金投資對(duì)一個(gè)國家社會(huì)保障制度的建設(shè)乃至經(jīng)濟(jì)的發(fā)展都具有非常重要的作用。識(shí)別、度量和防范社會(huì)保障投資風(fēng)險(xiǎn)，以及使社會(huì)保障基金保值增值，是當(dāng)前社會(huì)保障改革中的重要問題之一。本文首先闡述社會(huì)保障基金投資風(fēng)險(xiǎn)研究的理論基礎(chǔ)，對(duì)社會(huì)保障基金投資的收支狀況進(jìn)行分析，通過研究社會(huì)保障投資風(fēng)險(xiǎn)的原因，建立一套完善的投資風(fēng)險(xiǎn)預(yù)警系統(tǒng)，實(shí)現(xiàn)社會(huì)保障基金的保值增值，實(shí)現(xiàn)社會(huì)保障制度的可持續(xù)發(fā)展，進(jìn)而達(dá)到優(yōu)化收入分配格局和實(shí)現(xiàn)社會(huì)公平的目標(biāo)。
[Abstract]:The rapid economic and social growth and the uneven distribution of people's income make the gap between the rich and the poor continue to widen. At the same time, the aging of the population, especially in the rural areas, is serious. The state should not only shoulder the important task of perfecting the social security system, but also bear the main responsibility in the process of investment of the social security fund, so as to maintain and increase the value of the social security fund and make our country move towards harmony and common prosperity. Therefore, strengthening the research of investment risk early warning system of social security fund plays an important role in optimizing the investment mode of social security fund and establishing a perfect risk early warning mechanism. It is beneficial to weaken the investment risk of social security fund, to stabilize and prosper the securities market of our country, and to deepen the reform of social security system. The investment of social security fund plays a very important role in the construction of a country's social security system and even the development of economy. It is one of the important problems in the current social security reform to identify, measure and prevent the investment risks of social security and to maintain and increase the value of social security funds. This paper first describes the theoretical basis of the investment risk research of social security fund, analyzes the income and expenditure situation of the social security fund investment, and establishes a set of perfect investment risk warning system by studying the reasons of the social security investment risk. To realize the maintenance and increment of social security fund, to realize the sustainable development of social security system, and then to optimize the pattern of income distribution and to realize the goal of social equity.
