【摘要】：社會(huì)救助是社會(huì)保障體系中最基本的組成部分,對(duì)于完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制、構(gòu)建社會(huì)主義和諧社會(huì)具有十分重要的意義。建國以來,上海的社會(huì)救助由早期的臨時(shí)性緊急生存救助,發(fā)展到現(xiàn)在的多層次的新型社會(huì)救助體系,在保障弱勢(shì)群體的基本生活、維護(hù)社會(huì)穩(wěn)定方面發(fā)揮了重要的作用。當(dāng)前我國社會(huì)保障制度正由理論和實(shí)踐研究逐步走向制度定型的關(guān)鍵時(shí)期,隨著我國第一部統(tǒng)籌社會(huì)救助制度的行政法規(guī)《社會(huì)救助暫行辦法》的頒布,我國的社會(huì)救助政策進(jìn)入了新的改革和發(fā)展時(shí)期。在此背景下,有必要對(duì)建國以來上海的社會(huì)救助政策進(jìn)行一次梳理,厘清其發(fā)展脈絡(luò)和變遷邏輯,從而對(duì)未來社會(huì)救助政策的完善和發(fā)展提供啟示。論文針對(duì)建國以來上海社會(huì)救助政策的歷史演變和內(nèi)在邏輯問題,圍繞著四個(gè)方面展開了研究:首先,對(duì)建國以來上海社會(huì)救助政策演變歷程進(jìn)行了詳盡的歷史總結(jié)和梳理;其次,在歷史梳理的基礎(chǔ)上對(duì)各階段的社會(huì)救助政策的內(nèi)容和基本特征進(jìn)行了對(duì)比分析;再次,對(duì)上海社會(huì)救助政策變遷的影響因素進(jìn)行研究與分析;最后對(duì)社會(huì)救助政策變遷的內(nèi)在機(jī)理和歷史演進(jìn)邏輯進(jìn)行了分析。論文分別運(yùn)用了文獻(xiàn)分析法、解釋結(jié)構(gòu)模型、層次分析法和政策分析理論對(duì)建國以來上海社會(huì)救助政策的歷史演進(jìn)、影響因素和內(nèi)在邏輯進(jìn)行了研究,得出了以下結(jié)論:1.國家政策環(huán)境、經(jīng)濟(jì)體制的建立和轉(zhuǎn)型以及社會(huì)結(jié)構(gòu)的變遷等因素影響和制約了建國以來上海社會(huì)救助政策的變遷與演化。2.政策的變遷的內(nèi)在機(jī)理是由于政策目標(biāo)追求、經(jīng)濟(jì)環(huán)境的變化和社會(huì)層級(jí)結(jié)構(gòu)的調(diào)整等外部因素的推動(dòng),遵循了政策目標(biāo)由政治到經(jīng)濟(jì)再到民生關(guān)注的內(nèi)在邏輯,以及政策手段由管理到服務(wù)的變遷邏輯。3.未來上海的救助是趨向于發(fā)展型、法治型、服務(wù)型和多元化的方向發(fā)展。最后,論文從奠定制度經(jīng)濟(jì)基礎(chǔ)、轉(zhuǎn)變社會(huì)發(fā)展觀念、完善救助法律體系和發(fā)揮組織補(bǔ)助功能等角度,對(duì)完善未來上海社會(huì)救助政策進(jìn)行了對(duì)策展望。
[Abstract]:Social assistance is the most basic part of the social security system. It is of great significance to perfect the socialist market economic system and build a harmonious socialist society. Since the founding of the people's Republic of China, Shanghai's social assistance has developed from the early temporary emergency survival assistance to the present multi-level new social assistance system, which has played an important role in safeguarding the basic life of the vulnerable groups and maintaining social stability. At present, the social security system of our country is gradually moving from theoretical and practical research to the key period when the system is finalized. With the promulgation of the first administrative regulation "interim measures on Social Assistance" of the first overall social assistance system in China, China's social assistance policy has entered a new period of reform and development. Under this background, it is necessary to sort out the social relief policy in Shanghai since the founding of the people's Republic of China, to clarify its development context and change logic, so as to provide enlightenment for the improvement and development of the social relief policy in the future. This paper focuses on the historical evolution and internal logic of Shanghai's social assistance policy since the founding of the people's Republic of China. It focuses on four aspects: firstly, it summarizes and combs the evolution of Shanghai's social assistance policy since the founding of the people's Republic of China; Secondly, on the basis of historical combing, the content and basic characteristics of social relief policy in different stages are compared and analyzed. Thirdly, the factors influencing the changes of social relief policy in Shanghai are studied and analyzed. Finally, the internal mechanism and historical evolution logic of social relief policy changes are analyzed. This paper uses the literature analysis method, the explanation structure model, the analytic hierarchy process and the policy analysis theory to study the historical evolution, the influence factors and the internal logic of the social assistance policy in Shanghai since the founding of the people's Republic of China, and draws the following conclusion: 1. The state policy environment, the establishment and transformation of economic system and the changes of social structure have influenced and restricted the changes and evolution of Shanghai's social relief policy since the founding of the people's Republic of China. The internal mechanism of policy change is driven by external factors, such as the pursuit of policy objectives, the change of economic environment and the adjustment of social hierarchy structure, which follows the internal logic of policy objectives from politics to economy to people's livelihood. And the change logic of policy means from management to service. 3. In the future, Shanghai's rescue will be oriented towards development, rule of law, service and diversification. Finally, from the point of view of laying the economic foundation of the system, changing the concept of social development, perfecting the legal system of relief and giving play to the function of organization and subsidy, the paper makes a prospect for the improvement of the policy of social assistance in Shanghai in the future.
