【摘要】：社會(huì)保障具有綜合收入分配調(diào)節(jié)功能。2003~2013年間,四川省農(nóng)村居民收入分配差距和非社會(huì)保障性收入分配差距呈上升趨勢(shì),社會(huì)保障性收入分配差距呈下降趨勢(shì)。社會(huì)保障性收入總體上對(duì)農(nóng)村居民收入分配具有正向調(diào)節(jié)功能,縮小了農(nóng)村居民收入差距,但在不同年份具體效應(yīng)有所差異。本文認(rèn)為,提高財(cái)政投入水平、農(nóng)村養(yǎng)老保險(xiǎn)基礎(chǔ)養(yǎng)老金水平和農(nóng)村社會(huì)救助救濟(jì)的覆蓋面與精準(zhǔn)度,有利于增強(qiáng)社會(huì)保障對(duì)農(nóng)村居民收入分配的正向調(diào)節(jié)效應(yīng)。
[Abstract]:From 2013 to 2013, the income distribution gap and non-social security income distribution gap of rural residents in Sichuan Province showed an upward trend, while the social security income distribution gap decreased. On the whole, social security income has a positive function of regulating the income distribution of rural residents, narrowing the income gap of rural residents, but the specific effects are different in different years. This paper holds that raising the level of financial input, the basic pension level of rural old-age insurance and the coverage and precision of rural social assistance and relief are conducive to enhancing the positive adjustment effect of social security on the income distribution of rural residents.
