【摘要】：“家庭農(nóng)場(chǎng)”這個(gè)概念自2013年正式出現(xiàn)在中央一號(hào)文件以來,受到政府各部門、學(xué)術(shù)界、農(nóng)業(yè)界廣泛關(guān)注和高度重視。全國(guó)各地家庭農(nóng)場(chǎng)發(fā)展形勢(shì)一片高漲,作為一種新型經(jīng)營(yíng)主體,家庭農(nóng)場(chǎng)占據(jù)土地資源優(yōu)勢(shì),在促進(jìn)農(nóng)業(yè)規(guī)模化、產(chǎn)業(yè)化經(jīng)營(yíng),保障農(nóng)民利益,開創(chuàng)現(xiàn)代化綠色農(nóng)業(yè)等方面發(fā)揮著重要的作用,無疑是未來農(nóng)業(yè)發(fā)展的一個(gè)方向。湖北省素以農(nóng)業(yè)大省著稱,在農(nóng)業(yè)發(fā)展方面具有得天獨(dú)厚的優(yōu)勢(shì),湖北早期就是家庭農(nóng)場(chǎng)試點(diǎn)之一,家庭農(nóng)場(chǎng)發(fā)展在部分地區(qū)已經(jīng)形成了一定的規(guī)模,然而大部分地區(qū)的家庭農(nóng)場(chǎng)才剛剛起步,在湖北廣大農(nóng)村地區(qū)中選擇家庭農(nóng)場(chǎng)這一經(jīng)營(yíng)模式的農(nóng)戶還是屬于極少數(shù),極大多數(shù)農(nóng)民對(duì)家庭農(nóng)場(chǎng)這一概念并不熟悉,也沒有經(jīng)營(yíng)家庭農(nóng)場(chǎng)的理念。在農(nóng)村社會(huì)保障體系尚未健全的前提下,土地仍然是農(nóng)民賴以生存的基礎(chǔ),城鎮(zhèn)化步伐的加快的同時(shí)也讓農(nóng)村逐漸喪失了勞動(dòng)力。在此背景下,如何協(xié)調(diào)各大影響因素,促進(jìn)家庭農(nóng)場(chǎng)合理健康發(fā)展,成為越來越重要的研究課題。本文以湖北省家庭農(nóng)場(chǎng)為研究對(duì)象。首先,在梳理國(guó)內(nèi)外家庭農(nóng)場(chǎng)研究有關(guān)理論的基礎(chǔ)上,通過分析相關(guān)統(tǒng)計(jì)數(shù)據(jù)及調(diào)研數(shù)據(jù),分析了湖北省家庭農(nóng)場(chǎng)的相關(guān)現(xiàn)狀、存在的問題及原因。然后在總結(jié)家庭農(nóng)場(chǎng)發(fā)展影響因素的理論基礎(chǔ)上,從宏觀國(guó)家(地區(qū))層面、中觀行業(yè)層面和微觀個(gè)體層面系統(tǒng)構(gòu)建了湖北省家庭農(nóng)場(chǎng)發(fā)展的影響因素體系并做了相關(guān)假設(shè)。最后,對(duì)調(diào)研數(shù)據(jù)進(jìn)行因子實(shí)證分析。結(jié)果表明,宏觀層面上國(guó)家政策因素和土地制度保障因素,中觀層面上生產(chǎn)要素因素、外部市場(chǎng)環(huán)境因素、及融資情況因素,微觀層面上農(nóng)場(chǎng)主的個(gè)人特質(zhì)因素等是影響家庭農(nóng)場(chǎng)發(fā)展的重要因素。在此基礎(chǔ)上,提出了進(jìn)一步明確及細(xì)化家庭農(nóng)場(chǎng)的扶持政策、完善土地流轉(zhuǎn)制度及適度規(guī)�；�(jīng)營(yíng)、培養(yǎng)新型職業(yè)化家庭農(nóng)場(chǎng)主、建立家庭農(nóng)場(chǎng)的多元資金供給模式、建立完善的社會(huì)化服務(wù)體系的對(duì)策和建議。
[Abstract]:Since the concept of "family farm" officially appeared in the first document of the Central Committee in 2013, it has received extensive attention and attention from various government departments, academia and agricultural circles. The development situation of family farms in various parts of the country is on the rise. As a new type of business subject, family farms occupy an advantage in land resources, and they are promoting large-scale agriculture, industrialized management, and protecting the interests of farmers. Creating modern green agriculture plays an important role and is undoubtedly a direction of agricultural development in the future. Hubei Province is known as a big agricultural province and has unique advantages in agricultural development.Hubei was one of the pilot projects of family farms in the early stage, and the development of family farms has formed a certain scale in some areas. However, most of the family farms in most areas are just beginning. In the vast rural areas of Hubei Province, the farmers who choose the family farm management mode are still very few. Most farmers are not familiar with the concept of family farm. There is no idea of running a family farm. Under the premise that the rural social security system is not perfect, the land is still the basis of the peasants' survival. The acceleration of urbanization also makes the rural areas lose their labor force gradually. In this context, how to coordinate various factors and promote the rational and healthy development of family farms has become a more and more important research topic. In this paper, the family farm in Hubei Province as the research object. First of all, on the basis of combing the relevant theories of family farm research at home and abroad, by analyzing the relevant statistical data and investigation data, this paper analyzes the current situation, problems and reasons of the family farm in Hubei Province. Then, on the basis of summarizing the theory of influencing factors of family farm development, this paper constructs the influencing factors system of family farm development in Hubei Province from the macro national (regional) level, the meso industry level and the micro individual level, and makes relevant assumptions. Finally, the factor empirical analysis of the survey data is carried out. The results show that, at the macro level, the factors of national policy and land system protection, the factors of production at the meso level, the factors of external market environment, and the factors of financing situation, At the micro level, the farmer's personal traits are important factors affecting the development of family farms. On this basis, the support policy of family farm is further clarified and refined, the land circulation system and moderate scale management are improved, the new professional family farmers are trained, and the multi-fund supply mode of family farm is established. Countermeasures and suggestions for establishing a perfect socialized service system.
