【摘要】：標(biāo)準(zhǔn)化是規(guī)范基本公共服務(wù)供給、提升服務(wù)質(zhì)量、促進(jìn)服務(wù)均等化的重要技術(shù)手段。殘疾人基本公共服務(wù)是我國(guó)公共服務(wù)體系的重要組成部分,本文從標(biāo)準(zhǔn)化角度出發(fā),闡述了我國(guó)殘疾人基本公共服務(wù)標(biāo)準(zhǔn)化工作存在專業(yè)技術(shù)委員會(huì)少、標(biāo)準(zhǔn)供給不足、標(biāo)準(zhǔn)結(jié)構(gòu)單一等問題。本文通過分析殘疾人基本公共服務(wù)標(biāo)準(zhǔn)化對(duì)象,提出構(gòu)建由基本通用、社會(huì)保障、基本服務(wù)三個(gè)子體系組成的殘疾人基本公共服務(wù)標(biāo)準(zhǔn)體系框架,并結(jié)合體系框架結(jié)構(gòu)對(duì)現(xiàn)有的相關(guān)國(guó)家標(biāo)準(zhǔn)、行業(yè)標(biāo)準(zhǔn)進(jìn)行了分類分析,提出了急需制定的十余項(xiàng)基本公共服務(wù)標(biāo)準(zhǔn)。并提出通過制定規(guī)劃、開展理論研究、設(shè)立專業(yè)標(biāo)準(zhǔn)化技術(shù)委員會(huì)、培養(yǎng)專業(yè)人才等方式加大標(biāo)準(zhǔn)化工作力度,推進(jìn)殘疾人基本公共服務(wù)標(biāo)準(zhǔn)的制定工作。
[Abstract]:Standardization is an important technical means to standardize the supply of basic public services, improve the quality of services and promote the equalization of services. Basic public services for the disabled are an important part of the public service system in China. This paper expounds the problems of the standardization of basic public services for the disabled in China, such as few professional technical committees, insufficient supply of standards, single standard structure, etc. This paper analyzes the standardization objects of basic public services for persons with disabilities. This paper puts forward a framework of basic public service standards for the disabled, which is composed of three sub-systems: basic general purpose, social security and basic services, and classifies and analyzes the existing national standards and industry standards in combination with the framework structure. This paper puts forward more than ten basic public service standards urgently needed to be formulated, and puts forward that the standardization work should be intensified through drawing up plans, carrying out theoretical research, setting up professional standardization technical committees, training professional talents, etc. We will promote the formulation of basic public service standards for the disabled.
