【摘要】：隨著金保工程的實(shí)施,社會(huì)保險(xiǎn)管理系統(tǒng)實(shí)現(xiàn)數(shù)據(jù)規(guī)范化管理,覆蓋全國、運(yùn)轉(zhuǎn)高效的社保信息化系統(tǒng)的建設(shè)迫在眉睫。本文以泰州市基本醫(yī)療保險(xiǎn)信息系統(tǒng)為例,分析了醫(yī)療保險(xiǎn)數(shù)據(jù)的特征,基本醫(yī)療保險(xiǎn)數(shù)據(jù)類型多、數(shù)據(jù)量龐大、數(shù)據(jù)的變化性,驗(yàn)證了醫(yī)療保險(xiǎn)信息數(shù)據(jù)挖掘的可行性。目前很多醫(yī)療保險(xiǎn)信息系統(tǒng)只有錄入、查詢、修改等簡單的功能,無法從這些數(shù)據(jù)中獲取有價(jià)值的信息。因此,需要利用數(shù)據(jù)這些海量的信息資源為醫(yī)療保險(xiǎn)中心監(jiān)管各醫(yī)療單位提供科學(xué)的決策支持。具體以泰州市城鎮(zhèn)職工醫(yī)療保險(xiǎn)數(shù)據(jù)庫中的部分?jǐn)?shù)據(jù)為基礎(chǔ),分析關(guān)聯(lián)規(guī)則數(shù)據(jù)挖掘算法,結(jié)合實(shí)際需要運(yùn)用此數(shù)據(jù)挖掘算法從參保人收入與醫(yī)療保險(xiǎn)基金支出、參保人基本信息與常見疾病、分年齡門診信息三個(gè)方面進(jìn)行數(shù)據(jù)挖掘。同時(shí),泰州市社會(huì)保障服務(wù)系統(tǒng)主要包括綜合業(yè)務(wù)管理系統(tǒng)、業(yè)務(wù)經(jīng)辦系統(tǒng)、自助查詢系統(tǒng)三大方面,醫(yī)療保險(xiǎn)經(jīng)辦系統(tǒng)是其中的主要組成部分之一。本文介紹了醫(yī)療保險(xiǎn)業(yè)務(wù)具體流程并對其分類,分析醫(yī)療保險(xiǎn)服務(wù)流程優(yōu)化的必要性和可行性,設(shè)計(jì)醫(yī)療保險(xiǎn)服務(wù)流程優(yōu)化可行的方案,比如參保人員登記管理、社會(huì)保險(xiǎn)費(fèi)用征繳、社會(huì)保險(xiǎn)待遇審核、基金監(jiān)管以及決策支持,并從醫(yī)療保險(xiǎn)電子檔案構(gòu)建、社保服務(wù)優(yōu)質(zhì)化、醫(yī)療保險(xiǎn)基金管理、醫(yī)療保險(xiǎn)服務(wù)信息網(wǎng)絡(luò)反饋體系四個(gè)方面提出具體措施。最后,基于醫(yī)療保險(xiǎn)數(shù)據(jù)挖掘的分析結(jié)果以及醫(yī)療保險(xiǎn)服務(wù)流程的研究,為泰州市醫(yī)療保險(xiǎn)信息系統(tǒng)的構(gòu)建提供了可行的建議。
[Abstract]:With the implementation of the golden insurance project, the social insurance management system realizes the standardized data management, covers the whole country, and runs the social security information system with high efficiency. This paper takes the Taizhou City basic medical insurance information system as an example. The characteristics of medical insurance data are analyzed. There are many types of basic medical insurance data, the amount of data is huge and the data is variable, which verifies the feasibility of medical insurance information data mining. At present, many medical insurance information systems only input and inquire, Simple functions such as modification can't get valuable information from the data. Therefore, It is necessary to make use of these massive information resources to provide scientific decision support for the medical units supervised by the Medical Insurance Center, which is based on some of the data in the medical insurance database for urban workers in Taizhou. This paper analyzes the association rules data mining algorithm, and applies this data mining algorithm from the insured income and medical insurance fund expenditure, the basic information of the insured and common diseases. At the same time, the social security service system of Taizhou mainly includes three aspects: integrated business management system, business administration system, self-service inquiry system. The medical insurance management system is one of the main components. This paper introduces and classifies the medical insurance business, and analyzes the necessity and feasibility of optimizing the medical insurance service flow. Design the feasible scheme of medical insurance service flow optimization, such as registration management, social insurance fee collection, social insurance treatment audit, fund supervision and decision support, and build from the medical insurance electronic file, Four specific measures are put forward in the aspects of social security service optimization, medical insurance fund management, medical insurance service information network feedback system. Finally, based on the analysis results of medical insurance data mining and the research of medical insurance service flow, It provides feasible suggestions for the construction of Taizhou medical insurance information system.
