【摘要】：在耕地資源社會(huì)價(jià)值和生態(tài)價(jià)值長(zhǎng)期被忽視是我國(guó)耕地保護(hù)過(guò)程的嚴(yán)峻問(wèn)題,是否能夠正確的認(rèn)識(shí)耕地資源價(jià)值的組成及內(nèi)涵,如何對(duì)耕地資源價(jià)值進(jìn)行正確、合理、有效的評(píng)估和分析,是解決我國(guó)糧食問(wèn)題、緩解征地補(bǔ)償標(biāo)準(zhǔn)較低、治理生態(tài)環(huán)境的重要依據(jù)和手段,其有一定的積極意義。本文在研究中首先闡述了耕地資源價(jià)值內(nèi)涵,和價(jià)值組成結(jié)構(gòu),其次結(jié)合前人研究成果提出了耕地價(jià)值評(píng)估體系。并分別采用收益還原法、分解求和法、價(jià)值質(zhì)量評(píng)價(jià)法等,計(jì)算了黃驊市2004~2012年耕地資源的經(jīng)濟(jì)產(chǎn)出價(jià)值、社會(huì)保障價(jià)值、生態(tài)服務(wù)價(jià)值。研究結(jié)果表明,黃驊市在近十年的耕地資源價(jià)值中,經(jīng)濟(jì)產(chǎn)出價(jià)值在數(shù)量上逐漸增加,但在總價(jià)值中的比例卻占有較小的一部分,不足50%,而非市場(chǎng)價(jià)值中的社會(huì)保障價(jià)值和生態(tài)服務(wù)價(jià)值總和占有絕大部分。本研究通過(guò)對(duì)黃驊市耕地資源價(jià)值的研究評(píng)估,一方面對(duì)黃驊市征地補(bǔ)償標(biāo)準(zhǔn)制定提供理論依據(jù),另一方面也有利于其農(nóng)業(yè)經(jīng)濟(jì)的健康快速發(fā)展。
[Abstract]:The social value and ecological value of cultivated land resources have been neglected for a long time in the process of cultivated land protection in China, whether we can correctly understand the composition and connotation of the value of cultivated land resources, how to carry out the correct and reasonable value of cultivated land resources, The effective evaluation and analysis is the important basis and means to solve the food problem, alleviate the low compensation standard of land requisition, and control the ecological environment, which has certain positive significance. In the study, this paper first expounds the value connotation of cultivated land resources. And the structure of value composition, then put forward the evaluation system of cultivated land value combining with the previous research results, and calculate the economic output value of cultivated land resources in Huanghua from 2004 to 2012 by means of income reduction method, decomposition summation method, value quality evaluation method, etc. The value of social security and ecological services. The results show that in the value of cultivated land resources in Huanghua in the past ten years, the value of economic output has gradually increased in quantity, but the proportion of economic output in the total value is a relatively small part. Less than 50%, not the sum of social security value and ecological service value of market value. Through the research and evaluation of the value of cultivated land resources in Huanghua, on the one hand, it provides a theoretical basis for the establishment of compensation standard for land requisition in Huanghua. On the other hand, it is also conducive to the healthy and rapid development of its agricultural economy.
