舟山漁民再就業(yè)問題與對策

【摘要】:舟山處于我國沿海地區(qū),地理位置優(yōu)越,海洋資源豐富,曾經(jīng)是我國著名的海洋漁業(yè)重鎮(zhèn),素有漁都之稱。但是,長時間的捕撈過度,加上越來越差的海洋生態(tài)環(huán)境,舟山漁場的海洋漁業(yè)資源日趨匱乏,甚至面臨著枯竭的危機,此外,我國相繼同周圍國家訂立了一批漁業(yè)協(xié)議,這讓不少漁民陷入了無魚可捕的困境,他們的主要經(jīng)濟來源也面臨斷絕危機。所以,當前我們亟待應對的一大社會問題就是漁民的“失業(yè)”問題,眾所周知,我國漁民數(shù)量居世界第一,一旦爆發(fā)漁民“失業(yè)”危機,勢必會牽涉到諸多方面,必然會造成一個相當棘手而難以解決的歷史性問題,其必定也是一個極具政策性、復雜性與系統(tǒng)性的工程,怎樣引導漁民“棄捕轉(zhuǎn)產(chǎn)”,從而完成再就業(yè)轉(zhuǎn)型,合理解決這一問題,不僅有利于我國海洋管理科學的發(fā)展,也有利于可持續(xù)發(fā)展戰(zhàn)略目標的實現(xiàn)。本文采用文獻分析法和定性分析法,首先對產(chǎn)業(yè)結(jié)構(gòu)調(diào)整理論、勞動力轉(zhuǎn)移理論、城鄉(xiāng)統(tǒng)籌理論、就業(yè)保障理論基礎進行了研究梳理,隨后對舟山漁民就業(yè)現(xiàn)狀進行了分析,討論了舟山漁業(yè)的發(fā)展現(xiàn)狀,舟山漁民轉(zhuǎn)產(chǎn)轉(zhuǎn)業(yè)的現(xiàn)狀,舟山漁民再就業(yè)途徑。在這些基礎上提出現(xiàn)在舟山漁民再就業(yè)問題主要是兩個方面:第一是漁民自身情況對再就業(yè)的影響,第二是政策與制度的安排問題。最后,本文針對這些問題,結(jié)合理論基礎提出了相應的建議,認為第一要調(diào)整產(chǎn)業(yè)經(jīng)濟結(jié)構(gòu),第二要轉(zhuǎn)變觀念,提高漁民綜合素質(zhì),第三要發(fā)展現(xiàn)代漁業(yè)促進漁民再就業(yè),最后是健全漁民社會保障制度。期望為進一步探究農(nóng)村勞動力轉(zhuǎn)移有所幫助。本文的研究旨在促進舟山農(nóng)村勞動力轉(zhuǎn)移研究相關(guān)理論的豐富,試圖通過對舟山市漁民再就業(yè)問題進行研究,找出在漁民再就業(yè)過程中面臨的困難和問題,尋求造成這些難題的原因所在,同時根據(jù)相關(guān)理論提出合理有效的解決策略。
[Abstract]:Zhoushan is located in the coastal area of our country, with superior geographical position and abundant marine resources. It was once a famous marine fishery city in China, known as the fishing capital. However, the long-term overfishing, coupled with the deteriorating marine ecological environment, The marine fishery resources in Zhoushan fishing ground are becoming increasingly scarce and even facing a crisis of depletion. In addition, China has successively concluded a number of fishing agreements with the surrounding countries, which has led many fishermen into the predicament of not having any fish to catch. Their main sources of income are also facing a crisis. Therefore, one of the major social problems we urgently need to deal with is the problem of "unemployment" of fishermen. As we all know, the number of fishermen in China ranks first in the world, and once the crisis of "unemployment" of fishermen breaks out, It is bound to involve many aspects, and will inevitably create a very difficult and difficult historical problem to solve. It must also be an extremely policy-oriented, complex and systematic project. How to guide fishermen to "abandon catch and transfer to produce", so as to complete the transition of re-employment and solve this problem rationally, is not only conducive to the development of marine management science in China. It is also beneficial to the realization of the strategic goal of sustainable development. In this paper, the theory of industrial structure adjustment, the theory of labor force transfer, the theory of urban and rural overall planning, and the theoretical basis of employment security are studied with the method of literature analysis and qualitative analysis. Then the present employment situation of the fishermen in Zhoushan is analyzed, and the development of the fishing industry in Zhoushan is discussed. On the basis of these, it is pointed out that the problem of re-employment of fishermen in Zhoushan is mainly from two aspects: the first is the influence of fishermen 'own conditions on re-employment, and the second is the arrangement of policies and systems. In view of these problems, this paper puts forward corresponding suggestions on the basis of theory. The first is to adjust the industrial economic structure, the second is to change the concept, to improve the comprehensive quality of fishermen, the third is to develop the modern fishery to promote the fishermen to re-employment. Finally, it is necessary to perfect the social security system of fishermen. It is expected that it will be helpful to further explore the transfer of rural labor force. The purpose of this study is to promote the enrichment of relevant theories in the study of rural labor force transfer in Zhoushan. By studying the problem of re-employment of fishermen in Zhoushan City, this paper tries to find out the difficulties and problems faced by fishermen in the process of re-employment, to find out the causes of these problems, and to put forward reasonable and effective solutions according to the relevant theories.
