【摘要】：學界關于農地保障的論爭日趨激烈,主要體現在對農地保障性質的不同理解、對農地保障績效的不同評估、對農地保障前景的不同規(guī)劃。雙方在貌似觀點對立的背后,都混淆了"社會保障"與"現代社會保障"的區(qū)別,導致關于農村社會保障的建議都存在誤區(qū)。實際上,以存在農地保障為由反對建立農村現代社會保障的主張有悖城鄉(xiāng)統(tǒng)籌發(fā)展的要求,弱化乃至廢止農地保障以建立農村現代社會保障的方案也潛藏著風險,增強農地保障功能與建立農村現代社會保障制度都是完善農村社會保障體系的重要環(huán)節(jié)。
[Abstract]:The debate on farmland security is becoming more and more intense, mainly reflected in the different understanding of the nature of farmland security, the different evaluation of farmland security performance, the different planning of farmland security prospects. They all confuse the difference between "social security" and "modern social security" and lead to misunderstandings in the suggestions on rural social security. In fact, The proposition of opposing the establishment of rural modern social security on the grounds of the existence of rural land security is contrary to the requirement of urban and rural development as a whole, and the scheme of weakening or even abolishing farmland security to establish rural modern social security also has hidden risks. Strengthening the function of rural land security and establishing the rural modern social security system are the important links to perfect the rural social security system.
