甘肅省瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核研究

【摘要】:本文遵循提出問(wèn)題、分析問(wèn)題、解決問(wèn)題的分析路徑,堅(jiān)持邊工作、邊研究、邊實(shí)踐,以瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核現(xiàn)狀切入點(diǎn),對(duì)瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子構(gòu)成及考核情況進(jìn)行全面細(xì)致的調(diào)查分析,對(duì)瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子現(xiàn)有績(jī)效考核體系和過(guò)程中存在的問(wèn)題進(jìn)行深入的研究和分析,并歸納出導(dǎo)致其存在的問(wèn)題的深層次原因,為瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考質(zhì)量和效果的提升提出相應(yīng)的對(duì)策和策略。本文的研究?jī)?nèi)容包括四個(gè)方面:第一,對(duì)績(jī)效、績(jī)效管理的概念進(jìn)行了界定和梳理,對(duì)績(jī)效管理的基本原則和主要方式等進(jìn)行了簡(jiǎn)單的闡述。對(duì)鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核的內(nèi)涵、重要性、指導(dǎo)思想、基本內(nèi)容以及基本流程等進(jìn)行了詳細(xì)的闡述和分析。同時(shí)選取360度考核法、平衡計(jì)分卡法以及目標(biāo)管理方法等績(jī)效考核的基礎(chǔ)理論進(jìn)行簡(jiǎn)單的介紹和闡述。第二,從考核考核指標(biāo)體系科學(xué)性不足、考核評(píng)價(jià)的民主化程度不足、常規(guī)性考核比較薄弱、考核結(jié)果運(yùn)用不夠充分以及考核隊(duì)伍的專業(yè)化水平不高等五個(gè)方面對(duì)瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核過(guò)程中存在的問(wèn)題進(jìn)行了詳細(xì)的分析。并將瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核過(guò)程中存在問(wèn)題的原因歸結(jié)為部分領(lǐng)導(dǎo)對(duì)績(jī)效考核認(rèn)識(shí)存在偏差、績(jī)效考核法律法規(guī)體系不健全、政府體制性因素的阻礙、績(jī)效考核的技術(shù)性的阻礙以及績(jī)效考核的監(jiān)督機(jī)制不健全等五個(gè)方面。第三,對(duì)瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核體系設(shè)計(jì)的基本原則進(jìn)行簡(jiǎn)單的介紹;最后,根據(jù)第3章瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核現(xiàn)狀及其考核體系存在的主要問(wèn)題,對(duì)瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核體系進(jìn)行重新設(shè)計(jì)和完善。第四,從瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核的組織保障、瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核的社會(huì)保障、瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核結(jié)果應(yīng)用保障以及瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核流程保障等四個(gè)方面提出和健全瓜州縣鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子績(jī)效考核體系實(shí)施的保障機(jī)制,最終確保鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)班子各項(xiàng)績(jī)效考核目標(biāo)的順利實(shí)現(xiàn)。
[Abstract]:This paper follows the analytical path of raising problems, analyzing problems, solving problems, insisting on working, researching and practicing, and starting with the current situation of the performance appraisal of the leading bodies of towns and villages in Guazhou County. This paper makes a comprehensive and detailed investigation and analysis of the composition and assessment of the township leading bodies in Guazhou County, and makes a thorough study and analysis of the existing performance appraisal system and problems in the process of the township leadership groups in Guazhou County. And summed up the deep-seated reasons leading to its problems, and put forward the corresponding countermeasures and strategies for the improvement of the quality and effect of the performance examination of the township leadership team in Guazhou County. The research content of this paper includes four aspects: first, the performance, The concept of performance management is defined and combed, and the basic principles and main ways of performance management are simply expounded. The basic content and basic process are described and analyzed in detail. At the same time, 360 degree assessment method, balanced scorecard method and objective management method are selected to briefly introduce and elaborate the basic theory of performance appraisal. The evaluation index system is not scientific enough, the degree of democratization of assessment evaluation is insufficient, and the conventional assessment is relatively weak. This paper analyzes in detail the problems existing in the performance appraisal process of the township leading group in Guazhou County from the five aspects of inadequate application of the assessment results and the low level of specialization of the appraisal team. The problems in the performance appraisal process of the township leadership group in Guazhou County are analyzed in detail. The causes of the problems in the process of sub-performance appraisal can be attributed to the deviation of some leaders' understanding of performance appraisal. The system of laws and regulations of performance appraisal is not perfect, the system of government system is obstructed, the technical obstacle of performance appraisal and the supervision mechanism of performance appraisal are not perfect. Third, This paper briefly introduces the basic principles of the design of the performance appraisal system of the township leading group in Guazhou County. Finally, according to Chapter 3, the present situation of the performance appraisal system of the township leading group in Guazhou County and the main problems existing in the evaluation system, This paper redesigns and perfects the performance appraisal system of the township leading group in Guazhou County. 4th, from the organizational guarantee of the performance appraisal of the township leading group in Guazhou County, the social security of the performance appraisal of the township leadership group in Guazhou County, This paper puts forward and perfects the guarantee mechanism for the implementation of the performance appraisal system of the township leading group in Guazhou County from four aspects: the application of the performance appraisal results of the township leading group in Guazhou County and the guarantee of the performance appraisal process of the township leadership group in the Guazhou County. Finally, to ensure the smooth realization of the township leadership performance evaluation goals.
