【摘要】：社會(huì)治理從一定意義上來說,是建立在社會(huì)結(jié)構(gòu)穩(wěn)定化與社會(huì)秩序規(guī)范化基礎(chǔ)之上的,其首要目的是推動(dòng)社會(huì)建設(shè),核心內(nèi)涵是加強(qiáng)社會(huì)保障,最終效果是改善社會(huì)民生。從社會(huì)學(xué)分層理論視角來說,社會(huì)治理的創(chuàng)新嵌入在"社會(huì)重建"的問題域中,社會(huì)重建不僅是社會(huì)秩序的重新組織化,更包括文化價(jià)值觀念的重塑。社會(huì)治理體制創(chuàng)新要有三個(gè)基本的出發(fā)點(diǎn):第一,"機(jī)制轉(zhuǎn)型",即當(dāng)社會(huì)發(fā)展背景轉(zhuǎn)換的時(shí)候,黨如何調(diào)整執(zhí)政策略的方向,如何探尋繼續(xù)深化社會(huì)改革的路徑;第二,"組織再生",在現(xiàn)有的制度框架內(nèi),如何通過既有組織團(tuán)體的改革來發(fā)揮新的作用;第三,"道德重塑",即重新建構(gòu)社會(huì)公平和正義的價(jià)值判斷,豐富各個(gè)階層的文化資本,提升群體的社會(huì)信心。
[Abstract]:In a sense, social governance is based on the stabilization of social structure and the standardization of social order. Its primary purpose is to promote social construction, and the core connotation is to strengthen social security. The ultimate effect is to improve the people's livelihood. From the perspective of social stratification theory, the innovation of social governance is embedded in the problem domain of "social reconstruction", and social reconstruction is not only the re-organization of social order. The innovation of the social governance system should have three basic starting points: first, "mechanism transformation", that is, how the Party adjusts the direction of the ruling strategy when the social development background changes. Second, "organizational regeneration", how to play a new role through the reform of existing organizations within the existing institutional framework; Third, "moral reconstruction", that is, to reconstruct the value judgment of social fairness and justice, to enrich the cultural capital of all strata, and to enhance the social confidence of the group.
