【摘要】：社會(huì)救助是社會(huì)保障體系的重要組成部分,它與民生、社會(huì)穩(wěn)定密切相關(guān)。目前,我國(guó)正處于社會(huì)主義初級(jí)階段快速發(fā)展的轉(zhuǎn)型時(shí)期,舊的體制已經(jīng)被打破,新的體制正在逐步建立,計(jì)劃經(jīng)濟(jì)體制下社會(huì)救助缺失帶來(lái)的問(wèn)題依然存在,新體制建立過(guò)程中又使許多新的社會(huì)矛盾不斷顯現(xiàn),并交織糾結(jié)在一起,使我國(guó)面臨的情況十分復(fù)雜。在這樣背景下,如果沒(méi)有與當(dāng)前我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展相適應(yīng)的社會(huì)救助制度,就不可能有經(jīng)濟(jì)的長(zhǎng)久發(fā)展和社會(huì)的和諧穩(wěn)定,社會(huì)救助事業(yè)發(fā)展的道路任重而道遠(yuǎn)。歷史和現(xiàn)實(shí)表明,社會(huì)救助作為一種特殊的再分配機(jī)制,其所受到的經(jīng)濟(jì)理論與經(jīng)濟(jì)政策的影響是非常重大的。 論文從社會(huì)救助制度的相關(guān)理論出發(fā),從經(jīng)濟(jì)學(xué)的角度闡述了社會(huì)救助制度的內(nèi)涵、特征和存在的必要性,通過(guò)對(duì)新中國(guó)成立以來(lái)我國(guó)社會(huì)救助的發(fā)展演進(jìn)的歷史及現(xiàn)狀的分析,總結(jié)出我國(guó)現(xiàn)在社會(huì)救助制度建設(shè)所取得的成績(jī)、存在的主要問(wèn)題及其形成原因。通過(guò)對(duì)西方發(fā)達(dá)國(guó)家社會(huì)救助制度歷史與現(xiàn)實(shí)的分析,得出對(duì)我國(guó)的啟示。在結(jié)合西方發(fā)達(dá)國(guó)家社會(huì)救助制度的經(jīng)驗(yàn)和我國(guó)的具體國(guó)情的基礎(chǔ)上,進(jìn)一步提出了我國(guó)社會(huì)救助制度下一步改革的方向和對(duì)策建議,這些認(rèn)識(shí)主要包括：加強(qiáng)救助主體建設(shè),實(shí)現(xiàn)救助對(duì)象精準(zhǔn)性、精細(xì)化,提高救助標(biāo)準(zhǔn)科學(xué)化,強(qiáng)化救助管理規(guī)范化,健全救助監(jiān)督多元化,實(shí)施救助制度法制化。至此,論文的研究目的最終得以實(shí)現(xiàn)。
[Abstract]:Social assistance is an important part of the social security system. It is closely related to people's livelihood and social stability. At present, our country is in the transition period of rapid development in the primary stage of socialism, and the old system has been broken down. The new system is gradually being established, and the problems brought about by the lack of social assistance under the planned economic system still exist. In the course of the establishment of the new system, many new social contradictions continue to appear and intertwine with each other. The situation facing our country is very complicated. In this context, without a social assistance system that is compatible with the current economic and social development of our country, there can be no long-term economic development and social harmony and stability. History and reality show that social assistance, as a special redistribution mechanism, is greatly influenced by economic theories and policies. Starting from the relevant theories of social assistance system, this paper expounds the connotation, characteristics and necessity of social assistance system from the angle of economics. By analyzing the history and present situation of the development and evolution of social assistance in China since the founding of the people's Republic of China, the paper summarizes the achievements made in the construction of the social assistance system in China. Through the analysis of the history and reality of social assistance system in western developed countries, On the basis of the experience of the western developed countries' social assistance system and the specific conditions of our country, this paper further puts forward the direction and countermeasures of the next step reform of our country's social assistance system. These understandings mainly include: strengthening the construction of the main body of rescue, realizing the precision and refinement of the object of rescue, improving the scientific standard of rescue, strengthening the standardization of rescue management, perfecting the pluralistic supervision of rescue and implementing the legalization of rescue system. The purpose of the thesis is finally realized.
