【摘要】：改革開放以來,隨著國家、廣東省新型城鎮(zhèn)化主題的日益推進(jìn),河源市渴求發(fā)展的愿望日益強(qiáng)烈。但河源原有的鄉(xiāng)村城鎮(zhèn)化道路存在著區(qū)域失衡、土地蔓延、協(xié)同不足、用地低效、轉(zhuǎn)型困難等問題,制約著產(chǎn)業(yè)結(jié)構(gòu)升級和空間格局優(yōu)化,缺乏對“以人為本”城鎮(zhèn)化的關(guān)注,城鎮(zhèn)化質(zhì)量不高。通過深入河源市所轄縣、鎮(zhèn)、村、戶等的調(diào)查,較好地梳理了河源城鎮(zhèn)化發(fā)展歷程、現(xiàn)狀及發(fā)展過程中存在的問題。同時(shí),查閱了大量國內(nèi)外對城鎮(zhèn)化發(fā)展的先進(jìn)研究成果,通過對比各國、各地區(qū)城鎮(zhèn)化發(fā)展的特點(diǎn)和規(guī)律,并將其研究成果與河源市社會經(jīng)濟(jì)發(fā)展情況、農(nóng)村發(fā)展情況綜合、對比,最終獲得解決河源新型城鎮(zhèn)化發(fā)展問題的答案。站在新的起點(diǎn)上,走科學(xué)發(fā)展的新型城鎮(zhèn)化道路,是河源保持經(jīng)濟(jì)持續(xù)健康發(fā)展的強(qiáng)大引擎。經(jīng)研究,河源要從根本上解決現(xiàn)有新型城鎮(zhèn)化發(fā)展過程中存在的問題,一方面要通過統(tǒng)籌城鄉(xiāng)管理制度、土地利用及規(guī)劃、勞動就業(yè)、基礎(chǔ)設(shè)施和公共服務(wù)等建設(shè),逐步削除城鄉(xiāng)二元結(jié)構(gòu),努力推進(jìn)一體化發(fā)展;另一方面要深化土地制度、戶籍制度和社會保障制度等改革,消除新型城鎮(zhèn)化發(fā)展過程中的體制性障礙;第三方面要優(yōu)化現(xiàn)有產(chǎn)業(yè)規(guī)劃體系、拓寬投融資渠道,利用萬綠湖及轄區(qū)內(nèi)豐富的礦產(chǎn)資源等優(yōu)勢,發(fā)展特色產(chǎn)業(yè),來增強(qiáng)產(chǎn)業(yè)支撐,走可持續(xù)發(fā)展道路。做到這三點(diǎn),河源市新型城鎮(zhèn)化程度將得到全面提高,對全面建成小康社會、加快社會主義現(xiàn)代化建設(shè)進(jìn)程,對河源乃至廣東的發(fā)展具有重要意義。
[Abstract]:Since the reform and opening up, with the development of new urbanization theme in Guangdong Province, the desire for development of Heyuan City has become increasingly strong. However, the original rural urbanization road of Heyuan has regional imbalance, land spread and insufficient coordination. Problems such as low efficiency of land use and difficulties in transformation restrict the upgrading of industrial structure and optimization of spatial pattern, lack of attention to "people-oriented" urbanization, and low quality of urbanization. Through the investigation of counties, towns, villages and households under the jurisdiction of Heyuan City, The development course, current situation and problems in the process of urbanization in Heyuan are well combed out. At the same time, a large number of advanced research results on urbanization development at home and abroad are consulted, and the characteristics and laws of urbanization development in various countries and regions are compared. By comparing the research results with the social and economic development of Heyuan City and the situation of rural development, we can finally get the answer to the problem of new urbanization development in Heyuan City. Standing at a new starting point, we should take a new road of scientific development of urbanization. Heyuan is a powerful engine for sustained and healthy economic development in Heyuan. After research, Heyuan has to fundamentally solve the problems existing in the development of the existing new type of urbanization, on the one hand, through the overall planning of urban and rural management systems, land use and planning. The construction of labor and employment, infrastructure and public services, gradually cutting off the dual structure between urban and rural areas, and striving to promote the development of integration; on the other hand, we should deepen the reform of the land system, the household registration system, and the social security system, etc. The third aspect is to optimize the existing industrial planning system, broaden the channels for investment and financing, and take advantage of the rich mineral resources in Wanlu Lake and its jurisdiction to develop characteristic industries. To strengthen industrial support and take the path of sustainable development. To achieve these three points, the new type of urbanization in Heyuan City will be comprehensively improved, and will speed up the process of socialist modernization to build a well-off society in an all-round way. It is of great significance to the development of Heyuan and even Guangdong.
