【摘要】：肢體殘疾人的康復(fù)服務(wù)是“醫(yī)學(xué)-心理學(xué)-社會(huì)學(xué)”的完整康復(fù)循環(huán)模式。具有公共物品的屬性。文章依據(jù)福建省殘疾人聯(lián)合會(huì)、福建省統(tǒng)計(jì)局的第二次殘疾人抽樣調(diào)查的數(shù)據(jù),通過(guò)對(duì)全省肢體殘疾人康復(fù)服務(wù)的公共政策、政府及社會(huì)的公共支出情況、服務(wù)的機(jī)構(gòu)數(shù)量、康復(fù)服務(wù)人才的數(shù)量、NGO組織在康復(fù)服務(wù)中的作用、肢體殘疾人心理康復(fù)、社區(qū)康復(fù)這幾方面闡述體肢殘人康復(fù)公共服務(wù)體系的現(xiàn)狀,并借鑒先進(jìn)發(fā)達(dá)國(guó)家肢體殘疾康復(fù)公共服務(wù)的經(jīng)驗(yàn),同時(shí)結(jié)合福建省民政廳“肢殘助行”和“長(zhǎng)江新里程計(jì)劃”項(xiàng)目的實(shí)施情況,以及對(duì)肢體殘疾人的問(wèn)卷調(diào)查結(jié)果。對(duì)福建省肢體殘疾人康復(fù)公共服務(wù)體系進(jìn)行較為系統(tǒng)和全面的分析和研究,提出了應(yīng)從法規(guī)和公共政策、社會(huì)保障體系、政府職能主體、康復(fù)服務(wù)人才、NG0組織的發(fā)展、社區(qū)服務(wù)網(wǎng)絡(luò)建設(shè)等方面構(gòu)建和完善肢體殘疾人公共服務(wù)體系建設(shè)的對(duì)策。
[Abstract]:The rehabilitation service for the physically disabled is a complete rehabilitation cycle model of "medical-psycho-sociological". It has the attribute of public goods. The data from the second sample survey of persons with disabilities conducted by Fujian Provincial Bureau of Statistics, through the public policies, government and social public expenditure, and the number of institutions serving the physical disability rehabilitation services throughout the province, The number of rehabilitation service personnel and the role of NGO organizations in rehabilitation service, the psychological rehabilitation of limb disabled persons, the community rehabilitation, the status quo of public service system for the rehabilitation of disabled persons with physical limbs are expounded. And draw lessons from the experience of the public service of physical disability rehabilitation in advanced developed countries, and at the same time combine the implementation of the "limb disability assistance" and "new mileage plan of the Yangtze River" project of Fujian Provincial Civil Affairs Department, As well as the result of the questionnaire survey on the physical disability. This paper makes a systematic and comprehensive analysis and research on the public service system of the rehabilitation of the physical disability in Fujian Province, and puts forward the following points: the regulations and public policies, the social security system, and the main body of the government function. The countermeasures of constructing and perfecting the public service system for the disabled with limbs in the aspects of the development of NG0 organization and the construction of community service network.
