【摘要】：隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展,世界人口老齡化進(jìn)程進(jìn)一步加快,社會(huì)養(yǎng)老制度受到了社會(huì)各界的關(guān)注。如何解決人口老齡化帶來的社會(huì)養(yǎng)老問題,已成為一項(xiàng)必須面對(duì)的問題。我國現(xiàn)行的固定年齡退休年齡制度已經(jīng)不能很好地適應(yīng)社會(huì)經(jīng)濟(jì)發(fā)展要求,而我國養(yǎng)老資金支出缺口逐步擴(kuò)大、退休工人選擇再就業(yè)比例逐年上升等現(xiàn)象更加反映了現(xiàn)有制度的弊端,為我國退休制度改革提供了依據(jù)。首先,本文闡明了選題背景和研究意義,敘述國內(nèi)外退休制度變遷歷史,分析了我國退席制度現(xiàn)狀,提出我國現(xiàn)行固定年齡退休制度存在諸多問題,如:法定退休年齡偏低、退休政策缺少彈性、社會(huì)保障改革制度規(guī)范不完善等;其次,運(yùn)用定性分析方法分析了我國實(shí)施彈性退休制度的必要性分析和可行性,并從彈性退休的角度闡述方案設(shè)計(jì)的基本思路、需要考慮因素及可能遇到的難點(diǎn)問題;接著,以天津市為例構(gòu)建了基于個(gè)人效用函數(shù)模型求出職工個(gè)人效用最大化時(shí)最優(yōu)的退休年齡,發(fā)現(xiàn)最優(yōu)退休年齡與人口平均預(yù)期壽命、企業(yè)職工工齡和貼現(xiàn)率之間存在正相關(guān)關(guān)系,將天津市數(shù)據(jù)帶入模型計(jì)算根據(jù)計(jì)算結(jié)果可以發(fā)現(xiàn)我國職工法定退休年齡仍然有很大的提升空間。
[Abstract]:With the continuous development of social economy, the aging process of the world population is further accelerated, the social pension system has been concerned by all walks of life. How to solve the problem of social pension caused by the aging of the population, The current retirement age system of fixed age in China has not been able to meet the needs of social and economic development, and the gap in the expenditure of pension funds in China has gradually widened. The phenomenon that the proportion of retired workers choosing re-employment increases year by year reflects the malpractice of the existing system and provides the basis for the reform of the retirement system in our country. First, this paper clarifies the background and significance of the research. This paper narrates the vicissitude history of retirement system at home and abroad, analyzes the present situation of retirement system in our country, and points out that there are many problems in the current retirement system of fixed age in our country, such as the low legal retirement age, the lack of flexibility of retirement policy, Secondly, the necessity and feasibility of implementing flexible retirement system in China are analyzed by qualitative analysis method, and the basic ideas of scheme design are expounded from the angle of flexible retirement. Then, based on the model of individual utility function in Tianjin, the optimal retirement age is obtained, and the optimal retirement age and the average life expectancy of the population are found. There is a positive correlation between the length of service and the discount rate of the employees in the enterprise. It is found that there is still a lot of room for improvement of the legal retirement age of the workers and staff in our country by taking Tianjin data into the model and calculating the results.
