【摘要】：近年來(lái),我國(guó)不斷實(shí)施新的擴(kuò)大內(nèi)需政策,城市化步伐不斷加快。政府對(duì)交通、能源、水利等大型基礎(chǔ)設(shè)施建設(shè)的投入不斷增加,社會(huì)保障性住宅項(xiàng)目也日益增多。這為中小型施工企業(yè)發(fā)展帶來(lái)了許多機(jī)遇,也使得中小型施工企業(yè)在國(guó)民經(jīng)濟(jì)中占據(jù)了越來(lái)越重要的地位。施工企業(yè)具有項(xiàng)目前期資金投入較大、工作周期長(zhǎng)等行業(yè)特點(diǎn)。從前期項(xiàng)目決策、可行性分析、設(shè)計(jì)、招投標(biāo)、施工到最終竣工驗(yàn)收的全過(guò)程存在大量潛在的不確定因素,面臨的風(fēng)險(xiǎn)點(diǎn)較多。施工企業(yè)工程項(xiàng)目的安全事故案例也屢見(jiàn)不鮮,這給建筑企業(yè)的管理者敲響了警鐘——企業(yè)的內(nèi)部控制問(wèn)題不容忽視。因此,完善施工企業(yè)內(nèi)部控制體系顯得尤為迫切。本文通過(guò)分析ZCEC公司的內(nèi)部控制現(xiàn)狀以及內(nèi)部控制薄弱點(diǎn)的成因,從內(nèi)部控制環(huán)境、企業(yè)財(cái)務(wù)管理、企業(yè)文化構(gòu)建、信息溝通、內(nèi)部監(jiān)控等幾個(gè)方面,提出了完善施工企業(yè)內(nèi)部控制的思路對(duì)策,并對(duì)幾個(gè)重要業(yè)務(wù)環(huán)節(jié)的內(nèi)部控制進(jìn)行了具體優(yōu)化設(shè)計(jì)。
[Abstract]:In recent years, China has continuously implemented a new policy of expanding domestic demand, and the pace of urbanization has been accelerating. The government's investment in large-scale infrastructure construction, such as transportation, energy, water conservancy, has been increasing. Social security housing projects are also increasing. This brings many opportunities for the development of small and medium-sized construction enterprises. It also makes small and medium-sized construction enterprises play a more and more important role in the national economy. Construction enterprises have the characteristics of large pre-project capital investment, long work cycle, etc. From the pre-project decision, feasibility analysis, design, bidding, There are a lot of potential uncertain factors in the whole process from construction to final completion and acceptance, and many risk points are faced. This has sounded the alarm to the managers of the construction enterprises-the internal control problems of the enterprises should not be ignored. It is particularly urgent to perfect the internal control system of construction enterprises. This paper analyzes the present situation of internal control and the causes of the weakness of internal control in ZCEC Company, from the aspects of internal control environment, enterprise financial management, corporate culture construction, information communication, etc. This paper puts forward some countermeasures to perfect the internal control of construction enterprises, and optimizes the internal control of several important business links.
