【摘要】：國家鼓勵(lì)政府收購公共服務(wù)的最初目的是為了緩解經(jīng)濟(jì)負(fù)擔(dān)并提升服務(wù)公眾的效率。為了使政府從直接供應(yīng)社會(huì)服務(wù)的形象轉(zhuǎn)化為購買者,從而形成了政府置辦社會(huì)服務(wù)這種從未有過的服務(wù)供給制度。在這一制度安排中,利益或非利益機(jī)構(gòu)及別的各種市場受政府委托,不考慮現(xiàn)實(shí)因素,政府從民間機(jī)構(gòu)或團(tuán)體買下公共服務(wù)有公共物品理論、第三部門管理等理論作為支持。根據(jù)世界范圍內(nèi)的實(shí)踐情況,政府購買服務(wù)大量運(yùn)用于醫(yī)藥衛(wèi)生、社會(huì)保障、民生服務(wù)等方面。政府把這種購買服務(wù)的方式應(yīng)用到對(duì)老年人的服務(wù)上來改善逐漸嚴(yán)酷的養(yǎng)老情況。本文把政府在養(yǎng)老領(lǐng)域購買服務(wù)作為切入點(diǎn),研討了政府購買社會(huì)服務(wù)的形式在中國的應(yīng)用。無錫市在我國長三角地區(qū)經(jīng)濟(jì)發(fā)展較好,利用相對(duì)優(yōu)越的經(jīng)濟(jì)條件和相對(duì)靈活的市場條件在政府購買養(yǎng)老服務(wù)領(lǐng)域的相關(guān)探索。本文通過對(duì)無錫市政府購買基本養(yǎng)老服務(wù)的有關(guān)情況實(shí)地考察,了解到盡管無錫市政府制定了有關(guān)惠民政策并初步形成了高齡民眾服務(wù)購買運(yùn)轉(zhuǎn)模式,但現(xiàn)實(shí)購買情況仍然有政府過多干預(yù)、社會(huì)組織參與積極性不高、購買強(qiáng)度不足、過程不規(guī)范、沒有評(píng)估效果等弊病。本文在從政府對(duì)購買基本養(yǎng)老服務(wù)的認(rèn)識(shí)、服務(wù)質(zhì)量有效評(píng)估、養(yǎng)老市場資源市場化配置、服務(wù)對(duì)象認(rèn)知水平等方面對(duì)存在上述問題的原因進(jìn)行了分析之后,為完善無錫市養(yǎng)老服務(wù)給出了明確建立正規(guī):有制度的服務(wù)高齡群眾機(jī)制、優(yōu)化公眾服務(wù)信息化平臺(tái)搭建、健全評(píng)價(jià)監(jiān)督機(jī)制、深化公共養(yǎng)老服務(wù)多元化購買等建議,以期為我國各地更好地運(yùn)用政府購買公共服務(wù)這一模式提供參考。
[Abstract]:The initial purpose of the government to encourage the government to purchase public services is to ease the economic burden and improve the efficiency of serving the public. In order to transform the government from the image of direct supply of social services to buyers. Thus formed the government purchase of social services such as the service supply system. In this system arrangement, interest or non-interest agencies and other markets are entrusted by the government, do not consider realistic factors. The theory of public goods and the management of the third sector support the government's purchase of public services from private institutions or groups. According to the worldwide practice, government purchase services are widely used in medicine and health. Social security, people's livelihood services and other aspects. The government applies this way of purchasing services to the elderly to improve the gradually harsh situation of the aged. This paper takes the government to purchase services in the field of pension as a starting point. This paper discusses the application of government purchase of social services in China. Wuxi City has better economic development in the Yangtze River Delta region of China. Using relatively superior economic conditions and relatively flexible market conditions in the field of government purchase of old-age care services related exploration. This article through the Wuxi municipal government to purchase basic old-age care services related situation field investigation. Understand that although the Wuxi municipal government has formulated the policy of benefiting the people and has initially formed the operation mode of service purchase for the elderly people, there is still too much government intervention in the actual purchase situation, and the participation enthusiasm of social organizations is not high. This article is based on the government's understanding of the purchase of basic pension services, the effective evaluation of service quality, and the market-oriented allocation of endowment market resources. After analyzing the causes of the above problems in the aspect of the cognitive level of the service object, the author gives a clear establishment of the formal system: the mechanism of serving the senior citizens in Wuxi. To optimize the public service information platform, improve the evaluation and supervision mechanism, deepen the diversified purchase of public pension services and other suggestions, in order to provide a better use of the government to purchase public services in all parts of our country.
