【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,我國(guó)已經(jīng)步入老齡化社會(huì),并且老齡化程度正在進(jìn)-步加重,越來(lái)越龐大的老年人口使得社會(huì)和家庭的養(yǎng)老負(fù)擔(dān)日益嚴(yán)重,如何解決養(yǎng)老問(wèn)題,緩解社會(huì)負(fù)擔(dān)成為一個(gè)無(wú)法回避的現(xiàn)實(shí)。不同于西方國(guó)家老齡化出現(xiàn)在基本實(shí)現(xiàn)現(xiàn)代化之后,我國(guó)老齡化則是未富先老的國(guó)情,同時(shí)我國(guó)的社會(huì)保障體系發(fā)展不夠健全,養(yǎng)老金缺口不斷擴(kuò)大。為了應(yīng)對(duì)當(dāng)前老齡化的嚴(yán)峻形勢(shì),探索一種養(yǎng)老的新模式勢(shì)在必行。以房養(yǎng)老正是在這樣的背景下應(yīng)運(yùn)而生。以房養(yǎng)老將房產(chǎn)和養(yǎng)老結(jié)合起來(lái),使老年人能夠?qū)⒓彝ス潭ㄙY產(chǎn)轉(zhuǎn)換為流動(dòng)資金并用于養(yǎng)老,從而提高晚年生活質(zhì)量。這不僅有利于解決社會(huì)養(yǎng)老矛盾,還能夠在一定程度上促進(jìn)社會(huì)經(jīng)濟(jì)的發(fā)展。但是目前我國(guó)無(wú)論是在理論實(shí)踐研究基礎(chǔ)還是社會(huì)經(jīng)濟(jì)條件或者政府政策引導(dǎo),以房養(yǎng)老推行的條件都不夠成熟,這使得我國(guó)以房養(yǎng)老實(shí)際開展過(guò)程中障礙重重,以房養(yǎng)老的效果不盡人意。本文基于這樣的背景,從三個(gè)層次對(duì)住房反向抵押貸款養(yǎng)老方式做了相關(guān)研究和分析。首先是從人口老齡化的現(xiàn)狀和以房養(yǎng)老的相關(guān)概念,總結(jié)以房養(yǎng)老的一般理論與規(guī)律。其次具體分析美國(guó)、英國(guó)、日本等以房養(yǎng)老發(fā)展較為成熟的西方國(guó)家的實(shí)踐和經(jīng)驗(yàn),并從中總結(jié)先行者的經(jīng)驗(yàn)和教訓(xùn)。最后,從以房養(yǎng)老最早試水的南京以及正在推進(jìn)試點(diǎn)的北京、上海、武漢、廣州五個(gè)城市出發(fā),分析我國(guó)以房養(yǎng)老發(fā)展的現(xiàn)狀,并總結(jié)以房養(yǎng)老發(fā)展過(guò)程中遇到的障礙和原因,進(jìn)而提出一些可行性的政策建議。
[Abstract]:With the development of social economy, our country has entered an aging society, and the degree of aging is increasing, more and more large elderly population makes the social and family pension burden is becoming more and more serious. How to solve the pension problem and ease the social burden has become an unavoidable reality. Different from the aging in western countries after the basic realization of modernization, aging in China is an old situation before wealth. At the same time, the development of social security system in China is not perfect enough, pension gap continues to expand. In order to cope with the current severe situation of aging. It is imperative to explore a new mode of providing for the aged. It is precisely under this background that housing provides for the aged. So that the elderly can convert family fixed assets into working capital and be used for the aged, so as to improve the quality of life in old age, which is not only conducive to solve the contradiction of social pension. To a certain extent, it can also promote the development of social economy. However, at present, whether in the theoretical and practical research basis or social and economic conditions or government policy guidance, the conditions for the implementation of housing for the aged are not mature enough. This makes the actual development of housing pension in the process of obstacles, housing pension effect is not satisfactory. This paper based on such a background. From the three levels of the housing reverse mortgage pension way to do the relevant research and analysis. Firstly, from the current situation of population aging and the related concept of housing pension. Summarize the general theory and law of housing for the aged. Secondly, analyze the practice and experience of the United States, Britain, Japan and other western countries, and sum up the experiences and lessons of the forerunners. This paper analyzes the present situation of the development of housing for the aged in Nanjing, China, and five cities, Beijing, Shanghai, Wuhan and Guangzhou, which are pushing forward the pilot projects. This paper summarizes the obstacles and reasons in the development of housing for the aged, and then puts forward some feasible policy suggestions.
