【摘要】：隨著國家稅務(wù)業(yè)務(wù)不斷發(fā)展,代收基金業(yè)務(wù)增設(shè)擴(kuò)大了社保基金業(yè)務(wù)。福建地稅局所涉及問題主要是如何有效進(jìn)行規(guī)費(fèi)管理,主要包括社保、工會(huì)經(jīng)費(fèi)、殘保金等內(nèi)容。由于規(guī)費(fèi)管理業(yè)務(wù)不斷發(fā)展,數(shù)據(jù)信息量不斷加大,出現(xiàn)較多信息冗余,從而為后續(xù)相關(guān)費(fèi)用繳納、信息記錄和查詢等工作帶來很大影響。除此之外,由于數(shù)據(jù)集中化處理,計(jì)算機(jī)系統(tǒng)性能、人員熟練度等方面影響導(dǎo)致基金業(yè)務(wù)管理難度增大。為了解決該省稅收業(yè)務(wù)所面臨的難題,需要建立單獨(dú)系統(tǒng)來進(jìn)行規(guī)費(fèi)管理。以計(jì)算機(jī)技術(shù)為指導(dǎo)進(jìn)行數(shù)據(jù)庫、信息系統(tǒng)創(chuàng)建,使稅收管理系統(tǒng)更加規(guī)范和完善。本文首先分析了福建省稅務(wù)局代收社保相關(guān)費(fèi)用以及殘疾人保證金管理的背景,明確了開發(fā)本系統(tǒng)的意義,國內(nèi)外目前研究動(dòng)態(tài),確定主要研究內(nèi)容和本文的章節(jié)安排。然后根據(jù)系統(tǒng)建設(shè)目標(biāo)以及規(guī)費(fèi)管理工作的需求調(diào)研和用例分析,確定了系統(tǒng)用戶操作業(yè)務(wù)需求、核心業(yè)務(wù)流程、系統(tǒng)功能和非功能需求。其中功能模塊有登記管理、認(rèn)定管理、注銷管理以及系統(tǒng)維護(hù),每個(gè)功能模塊都包含多個(gè)子功能,本文是選擇了J2EE的三層架構(gòu)技術(shù)框架對系統(tǒng)進(jìn)行總體體系架構(gòu)設(shè)計(jì),同時(shí)確定了網(wǎng)絡(luò)部署架構(gòu),然后根據(jù)系統(tǒng)設(shè)計(jì)闡述了系統(tǒng)的功能類圖和時(shí)序圖設(shè)計(jì)和部分功能的操作界面。利用Oralce數(shù)據(jù)庫進(jìn)行數(shù)據(jù)E R設(shè)計(jì)和數(shù)據(jù)表設(shè)計(jì)等,根據(jù)系統(tǒng)實(shí)現(xiàn)情況,運(yùn)用黑盒和白盒測試方法對規(guī)費(fèi)子系統(tǒng)進(jìn)行功能和性能的測試。本文開發(fā)系統(tǒng)很好的滿足了對納稅人的規(guī)費(fèi)代征的需求,提供了便利準(zhǔn)確的服務(wù)。實(shí)現(xiàn)了費(fèi)用登記、費(fèi)用認(rèn)定、注銷管理、系統(tǒng)維護(hù)等功能,并可對這些信息進(jìn)行查詢、修改、刪除、保存、統(tǒng)計(jì)等多項(xiàng)操作,可以大大提高了審批工作的工作效率;幫助稅務(wù)機(jī)關(guān)作出明確的決策,可以在有限的時(shí)間內(nèi),在大量的社保以及殘疾人納稅人中,有效的遵守國家政策法規(guī),并提供優(yōu)質(zhì)的規(guī)費(fèi)代征服務(wù)。
[Abstract]:With the continuous development of national tax business, the addition of the collection fund business expanded the social security fund business. Fujian Local Taxation Bureau mainly involved in how to effectively manage the fees, mainly including social security, trade union funds. Due to the continuous development of fee management business, the amount of data information is increasing, and there is more information redundancy, so as to pay for the subsequent related costs. Besides, because of the centralized processing of data, the performance of computer system is greatly influenced. Staff proficiency and other aspects of the impact of the fund business management difficulties. In order to solve the province's tax business problems. Need to establish a separate system for fee management. Computer technology as a guide for database, information system creation. Make the tax management system more standardized and perfect. Firstly, this paper analyzes the background of Fujian Taxation Bureau collecting social security related expenses and the margin management of the disabled, and clarifies the significance of developing this system. Domestic and foreign current research trends, determine the main research content and the chapter arrangement of this paper. Then according to the system construction objectives and fee management requirements research and use case analysis, determine the system user operation business requirements. Core business processes, system functions and non-functional requirements. Among them, the functional modules have registration management, identification management, cancellation management and system maintenance, each functional module contains multiple sub-functions. This paper chooses the J2EE three-tier architecture technology framework to carry on the overall architecture design to the system, at the same time has determined the network deployment architecture. Then, according to the design of the system, the design of function class diagram and sequence diagram of the system and the operation interface of some functions are expounded. The data E / R design and data table design are carried out by using Oralce database. According to the implementation of the system, the black box and white box testing methods are used to test the function and performance of the fee subsystem. Provide convenient and accurate service. Achieve the cost registration, cost identification, cancellation management, system maintenance and other functions, and can query, modify, delete, save, statistics and other operations. Can greatly improve the work efficiency of the examination and approval work; To help the tax authorities to make a clear decision, in a limited time, in a large number of social security and disabled taxpayers, effective compliance with national policies and regulations, and provide quality fee collection services.
