【摘要】:廣東省郁南縣盛產(chǎn)黃皮、荔枝、龍眼、砂糖桔、芒果、番石榴等水果,因此使得郁南縣的水果農(nóng)民專業(yè)合作社有了建立與發(fā)展的基礎(chǔ)。廣東省是人口大省,農(nóng)村人口基數(shù)大,農(nóng)村可開發(fā)利用的人力資源潛能巨大,但是農(nóng)村人口素質(zhì)較低、經(jīng)營農(nóng)業(yè)的觀念落后、科技人才與創(chuàng)新意識不足、沒有經(jīng)驗管理人才等問題,制約了農(nóng)村專業(yè)合作社的發(fā)展。現(xiàn)階段農(nóng)民專業(yè)合作社對農(nóng)民的經(jīng)營管理能力提出了全方位更新的要求,必須改變長期以來所形成面向城市的農(nóng)村人才開發(fā)模式,農(nóng)民專業(yè)合作社人才的開發(fā)也必須與組織架構(gòu)和新市場經(jīng)濟模式相匹配。以農(nóng)民專業(yè)合作社為基礎(chǔ),真正培養(yǎng)農(nóng)村的后繼人力資源。本文通過市場問卷調(diào)查得出郁南縣水果農(nóng)民專業(yè)合作社在現(xiàn)今體制下人才管理以及隊伍建設(shè)出現(xiàn)的問題,例如:缺少農(nóng)業(yè)科技創(chuàng)新類人才、市場化運營的管理類人才不足、農(nóng)業(yè)科技類人才稀缺、培訓(xùn)機制不完善所導(dǎo)致的一系列問題,對如何破解郁南縣水果農(nóng)民專業(yè)合作社的人才隊伍建設(shè)問題,提理論依據(jù)。以上的研究可以從一定程度上幫助郁南縣水果類農(nóng)民專業(yè)合作社了解和掌握如何吸引人才留住人才,規(guī)范其人才隊伍建設(shè)。同時還可以為各種農(nóng)民專業(yè)合作社的人才引進以及隊伍建設(shè)提供參考意見。本文研究的主要結(jié)論:(1)從調(diào)查問卷的結(jié)論來看,郁南縣水果類農(nóng)民專業(yè)合作社對人才需求主要體現(xiàn)在農(nóng)業(yè)科技類人才、經(jīng)營管理類人才、農(nóng)村致富帶頭人、鄉(xiāng)村精英人才。要想吸引與留住這些類別的人才需要兩方面努力,一方面是政府層面需要加大農(nóng)業(yè)基礎(chǔ)性教育的投入,舉辦各類農(nóng)業(yè)專業(yè)培訓(xùn)班并優(yōu)化好社會環(huán)境和社會條件。另一方面需要合作社自身設(shè)計好合理的人才引進機制,加強各類合作社的人才交流與資源共享,并建立合理的薪酬體系與獎懲機制;(2)郁南縣水果類農(nóng)民專業(yè)合作社可以抓住一二三產(chǎn)業(yè)融合發(fā)展的政策優(yōu)勢,著重在人才的子女教育、住房、社保等問題得到政府的解決,從而更快地推動人才建設(shè),將珠三角優(yōu)秀的各種優(yōu)秀人才吸引到農(nóng)民專業(yè)合作社來;(3)在加強人才隊伍建設(shè)的同時,還需要挖掘各個農(nóng)民專業(yè)合作社自身的人才培養(yǎng),政府與合作社之間都應(yīng)該制定相應(yīng)的培訓(xùn)制度以及給予相應(yīng)的培訓(xùn)資金支持。
[Abstract]:Yunan County of Guangdong Province is rich in yellow peel, litchi, longan, granulated orange, mango, guava and other fruits, so that the fruit farmers' professional cooperative in Yunan County has the foundation for the establishment and development. Guangdong Province is a large province with a large population. The rural population base is large, the potential of human resources can be developed and utilized in rural areas is huge, but the quality of rural population is low, the concept of managing agriculture is backward, the scientific and technological talents and the consciousness of innovation are insufficient, and there are no experienced management talents. It restricts the development of the rural specialized cooperatives. At the present stage, the farmers' professional cooperatives have put forward the requirements of all-round updating to the farmers' management ability. It is necessary to change the rural talents development model which has been formed for a long time, and to match the organizational structure and the new market economy model with the development of rural specialized cooperative talents, which is based on the farmers' professional cooperative. This article through the market questionnaire survey obtains the Yunan County fruit farmer specialized cooperative under the present system talented person management and the troop construction question. For example: the lack of agricultural science and technology innovation talent, market-oriented operation of management talent shortage, agricultural science and technology talent scarcity, training mechanism is not perfect caused by a series of problems. How to solve the problem of how to solve the construction of professional cooperative of fruit farmers in Yunan County. The above research can help the fruit farmers' professional cooperative to understand and master how to attract talents to retain talents. At the same time, it can also provide reference for the introduction of talents and team building in various farmers' professional cooperatives. The main conclusion of this study is: 1) from the conclusion of the questionnaire. The demand for talents in the fruit farmers' specialized cooperatives in Yunan County is mainly reflected in the talents of agricultural science and technology, management and management, and the leaders of rural areas. Rural elite talent. To attract and retain these categories of talent needs two efforts, on the one hand, the government needs to increase the investment in basic education of agriculture. On the other hand, it is necessary for cooperatives to design a reasonable talent introduction mechanism to strengthen the exchange of talents and the sharing of resources in all kinds of cooperatives. And establish a reasonable compensation system and reward and punishment mechanism; 2) the specialized cooperative of fruit farmers in Yunan county can seize the policy advantage of 123 industry integration and development, and focus on the problems of children education, housing, social security and so on, which are solved by the government. In order to promote the construction of talents more quickly, the outstanding talents of the Pearl River Delta will be attracted to the farmers' professional cooperatives; 3) while strengthening the construction of talent team, it is also necessary to excavate the talents training of each farmer specialized cooperative itself. The government and the cooperative should establish the corresponding training system and give the corresponding training fund support.
